Indian workers emigrate for seeking employment in all categories of work ranging from low skilled to high skilled professional jobs.  Data is available only for ECR (Emigration Check Required) category of workers going abroad.  This category includes those workers who have not passed class 10 level school certificate and are emigrating to 17 notified countries.  The details of ECR Category workers who emigrated to 17 notified countries during 2008, 2009 and 2010(upto 30.6.2010) are at Annexure-I.  As regards ECR category of workers emigrating from the State of Orissa, the details are at Annexure-II.

The details of Indians engaged in high skilled jobs and professional jobs, such as doctors, enginners, nurses, teachers, IT professionals and hotel management are not available as explained in (a) above.  As regards Indians who emigrated seeking employment in unskilled jobs during the year 2008, 2009 and 2010(up to 30.6.2010), the details are in Annexure-I.

Ministry of Earth Science                             

National Mission on Monsoon to Develop Reliable Dynamic Models

New Delhi: July 29, 2010.

 

The Ministry of Earth Sciences (MoES) has mooted a proposal to take up a National Mission on Monsoon to develop most representative and advanced dynamic model framework for India for forecasting monsoon rainfall and its variability in various space and time scales. A National level consultation meeting was organised with experts working in the atmospheric and oceanic modeling alongside the MoES units, viz. India Meteorological Department (IMD), Indian Institute of Tropical Meteorology (IITM), Pune, National Centre for Medium Range Weather Forecasting (NCMRWF), Indian National Centre for Ocean Information Services (INCOIS), Hyderabad etc., on 16th January, 2010 for finalizing the scope, identification and short-listing of suite of models, activity schedule, roles of various participating groups, time frame etc. for the preparation of the Detailed Project Report (DPR). National level implementation mechanism is being worked out. A steering committee shall be constituted for overseeing the Mission implementation.

 

Currently, IMD uses statistical models for the prediction of seasonal monsoon rainfall over India. However, the National Mission on Monsoon envisages developing India specific dynamical model framework that would outperform the existing suite of models available today.

Overseas Recruitment Agency in Goa

New Delhi: July 29, 2010.

 

The Overseas Employment Agency of Goa has been granted a Registration Certificate under Section 11 of the Emigration Act, 1983 to commence or carry on the business of recruitment for deployment of Indian workers with foreign employers.  Overseas Employment Agency of Goa is a registered society under the Societies Registration Act, 1860 and is funded by the Government of Goa.  The aims and objectives of the agency / society are as under: -

 

(i)                  to deal with Overseas Employment Policy of the Government with the help of various Agencies;

(ii)                to collect information regarding employment opportunities in foreign countries with the help of Government of India and Indian Missions abroad;

(iii)               to disseminate information to the interested job seekers in Goa and help them in securing jobs in foreign countries;

(iv)         to establish effective communication with Non-Resident Indians of Goan origin through maintenance of comprehensive data-base;

(iv)              to provide advisory services and forge working relationships with the Goan Diaspora across the World in financial, economic, social and cultural spheres;

(v)                to tap the technological, managerial and financial resources of Non-Resident Indians of Goan origin for upgrading the technical and professional skills and the human resources, for the economic and industrial development of the State;

(vi)              to monitor the general welfare of Non-Resident Indians of Goan origin, respond to problems faced by them in times of crisis and take such remedial measures as are necessary with the help and assistance of the Government of India and Indian Missions abroad;

(vii)             to organize Global Goans Conventions, Seminars, Conferences etc, for the benefit of Non-Resident Indians of Goan origin;

(viii)           to co-operate with International organizations and Associations having objectives wholly or partly similar to those of the Society;

 

However, there are nine other state owned bodies, which have also been issued Registration Certificates under Section 11 of Emigration Act, 1983 for overseas employment.

Construction of Flats by Emmar-MGF

New Delhi: July 29, 2010.

 

Emmar-MGF company had constructed flats at Khelgaon in Delhi. An Inter-Agency Evaluation Committee was constituted by the Lt. Governor of National Capital Territory of Delhi in order to work out a reasonable price for purchasing of flats from Emmar-MGF. The Committee accordingly arrived at the project cost per sq.ft. of plinth area. Based on inputs of Independent Consultants engaged by the Committee and Financial Experts and after adding the developer's margin and cost of capital, the cost of completed flats was worked out. On the basis of input of Price Evaluation Committee and Negotiation Committee and considering the offer of project developer, it was decided that DDA may go ahead with the purchase of flats at the rate of Rs.11,000/- per sq.ft.

Norms for Encouraging Public Transport

New Delhi: July 29, 2010.

 

National Urban Transport Policy (NUTP) has been formulated by the Government in April, 2006 which prioritizes investment in public transport and Non-motorised transport. It also covers related issues of parking, integrating land use and transport planning, financing through dedicated taxing and enforcement measures etc.

 

Assessment of finances and credit worthiness of the Mission Urban Local Bodies through a process of Credit Rating has been taken up under the Mission. It is aimed at triggering the process of leveraging of debt for JNNURM projects and to provide a platform to the ULBs and financial institutions to engage on issues relating to project financing. Presently, 63 ULBs in the Mission cities have been assigned draft ratings.

Regularisation Certificate to Unauthorized Colonies in Delhi

New Delhi: July 29, 2010.

 

A large number of unauthorized colonies in the Capital which were issued provisional regularisation certificate in 2008, have not been formally regularized as yet. Regularization inter-alia involves scrutiny of layout plans, assessment of built up percentage, identification of mixed use streets, approval of layout plans, fixation of boundaries, land use change and identification of colonies not eligible for regularization. As per Notification dated 16th June, 2008, twelve months time period was given to local body/DDA and GNCTD to complete the prescribed formalities before formal regularization of unauthorized colonies from the date of issue of Provisional Regularization Certificate. Lt. Governor, National Capital Territory of Delhi (NCTD) is empowered to relax the time limit. The time period has been extended upto 3rd October, 2010, with the approval of Lt. Governor, NCTD.

Those unauthorized colonies in the Capital which were issued Provisional Regularization Certificates in 2008, are yet to be regularized. The registration of sale deed in such colonies has, therefore, been stopped, by the Government of NCTD.

The precise timeframe cannot be indicated at this stage in view of the formalities involved in completing the regularization process.

Mobile Cloning Cases

New Delhi: July 29, 2010.

 

The Government has come to know through Telecom Service Providers that approximately 2150 cases of misuse of mobile cloning through duplication of subscriber identity in different parts of country have come to their notice during 2009-10. Cloning of subscriber identity takes place by duplication of SIM (Subscriber Identity Modules) in GSM (Global System for Mobile Communications) and R-UIM (Removable User Identity Module)/ESN (Electronic Serial Number) & MIN (Mobile Identification Number in CDMA (Code Division Multiple Access) Networks, which gives the subscriber an identity and telephone number.

Though, cloning of subscriber identity is difficult due to elaborate authentication and encryption mechanism used in mobile network, Government intends to monitor mobile cloning, through its fields units namely TERM (Telecom Enforcement, Resource & Monitoring) Cells, which are already carrying out activities of similar type.

Payment for Execess 2G Spectrum

New Delhi: July 29, 2010.

 

TRAI in its recommendations on Spectrum Management and Licensing Framework dated 11th May' 2010 has recommended that all the service providers having spectrum beyond the contracted quantum should pay excess spectrum charges at the current price. TRAI further recommended that the 3G prices be adopted as the current price of spectrum in the 1800 MHz band and the current price of spectrum in the 900 MHz band be fixed at 1.5 times that of the 1800 MHz band. Subsequently, on 18th May' 2010, in continuation to their recommendations dated 11th May, 2010,TRAI suggested the Government to await further recommendations on the issue of payment of excess spectrum charges at the current price as the Authority is separately initiating an exercise to further study this subject and Department of Telecom is yet to receive these recommendations.

As per section 11 (a) (viii) of the Telecom Regulatory Authority of India (TRAI) Act 1997 as amended in 2000, TRAI can make recommendations, either suo moto or on a request from the licensor on matters relating to efficient management of available spectrum.

CBI Probe Into Janeshwari Express Train Accident

New Delhi: July 29, 2010.

 

The prima-facie cause of the derailment of 2102 Up (Howrah-Lokmanya Tilak Terminus) Janeshwari Express leading to collision of a goods train with the derailed coaches of Janeshwari Express on 28th may, 2010 was suspected to be sabotage on the track by the miscreants.

 

Intelligence inputs were also received by the Railways about the threat issued by certain outfit for observing 'Black Week' starting from midnight of 28th May 2010 to 2nd June 2010. In view of these considerations and looking at the gravity of the accident in which scores of innocent lives were lost, Ministry of Railways requested for investigation of the criminal angle involved into the above accident by Central Bureau of Investigation (CBI).

 

Investigation by CBI has so far been conducted only in the above train accident. Report of the CBI is awaited. Necessary action will be taken by the Government on receipt of final report.

Facilities for Physically Handicapped Persons

New Delhi: July 29, 2010.

 

The number of orthopedically handicapped/paraplegic persons traveling on concession tickets in reserved segment during the year 2009-10 is approximately 9.84 lakh. Indian Railways have been manufacturing passenger coaches with specially designed compartments and toilets for wheel chair borne passengers. Facilities for ramp etc. for ingress/egress are not available in the current designs of coaches.

 

Facilities already exist for provision of wheel chairs at stations. This service is provided free of cost, duly escorted by coolies (on payment) as per present practice. Zonal Railways are also attempting to provide 'Battery Operated Vehicles for Disabled ad Old Age Passengers' at railway stations through commercial publicity route.

 

All major railway stations have been provided with ramps at exit/entry. Ramps and pathways have also been provided at the end of the platforms at all major railway stations to facilitate inter-platform transfer for physically challenged passengers. Provision of ramps at remaining stations is undertaken by Railways in a phased manner.

Internet Facility in Trains

New Delhi: July 29, 2010.

 

Trial run for provision of Internet facility has been conducted only in Mumbai-Ahmedabad Shatabdi Express.

 

A satellite based system with Wi-Fi distribution in coaches was tried on experimental basis and was found to be technically feasible.

 

A pilot project for internet facility in three rakes of Delhi-Howrah Rajdhani Express has been considered and has been included in the Railway Budget 2010-11.

Railways' New Catering Policy 2010

New Delhi: July 29, 2010.

 

A new Catering Policy 2010 of Indian Railways has been introduced w.e.f. 21st July, 2010 which has revised policy guidelines regarding management of mobile as well as static catering units.

 

The management of providing onboard catering services to the railway passengers on Indian Railways is now to be done by the Zonal Railways instead of IRCTC, in a phased manner.

 

During the current year from January to 20th July, 2010, a total number of 687 complaints have been received regarding sub-standard food and contaminated water.

 

Number of Complaints received from North Zone i.e. Northern Railway, North Central Railway, North Eastern Railway and North Western Railway is 257; from West Zone i.e Western Railway, Central Railway and West Central Railway  is 105; East Zone i.e. Northeast Frontier Railway, Eastern Railway, South Eastern Railway, South East Central Railway, East Central Railway and East Coast Railway  is 180; South Zone i.e. Southern Railway and South West Railway is 113 and  South Central Zone  i.e. South Central Railway is 32.

 

Following steps are taken to maintain quality of food and mobile as well as static units:-

 

1.      Modernization of base kitchens and cell kitchens where food is prepared for onward transmission to mobile unit.

2.      Conducting special drive on premium trains and base kitchen.

3.      Conducting 3rd party audit by reputed agencies.

4.      Customer satisfaction surveys.

5.      Web enabled complaint management systems.

6.      Toll free number to lodge complaint.

Vacant Railway Land

New Delhi: July 29, 2010.

 

Indian Railways have approximately 10.65 lakh acre of land.  About 90 per cent of this land is under Railway's operational and allied usages.  The land which is presently vacant measures approximately 1.13 lakh acre and is generally required for railway's own developmental works for setting up infrastructure projects, doubling, gauge conversion, year remodeling, traffic facility works, freight corridors and for servicing of track, etc.  Railway land not required by Railways for its immediate future operational needs is also utilized for commercial development, wherever feasible, for generation of additional financial resources for railway projects.

 

At present, approximately 0.23 per cent of Railway land measuring 2458 acre is under encroachments.  State-wise details are however, not maintained.  Land management cells have been set up at Divisional and Zonal headquarters of all Zonal Railways.

UIDAI Signs MoU with Coalition of Migrant Labour Groups

New Delhi: July 29, 2010.

 

The Unique Identification Authority of India (UIDAI) has signed a Memorandum of Understanding (MoU) with the National Coalition of Organisations for Security of Migrant Workers (NCOSMW), a consortium of over 20 civil society organisations (CSOs) across the country serving migrant workers and communities. The NCOSMW will work with the UIDAI to facilitate the enrolment migrant labour communities for AADHAAR- the unique 12 digit identification number.

 

The MoU was signed in Mumbai by Deputy Director General, UIDAI, Mr. N K Sinha and Mr. Rajiv Khandelwal of Aajeevika Bureau, Udaipur who has been nominated the authorized signatory of the NCOSMW.

 

Mr. Sinha said that, "Through this MoU the UIDAI has taken a first step towards formalizing its outreach efforts and reiterating its commitment to work with civil society organizations to ensure the inclusion of poor and marginalised persons".

 

The Coalition has a presence in high migration pockets in India, including the most affected source regions as well as the most important destinations of migrant workers in the country. It recognises the potential of AADHAAR to serve as a universal proof of identity for migrant workers and had pledged to collaborate and lobby for better services, protection and security for the over hundred million underserved migrant workers in India. It believes that AADHAAR would be of tremendous significance to this population over time, enabling them to access a range of essential services, like banking in addition to social protection and government schemes.

 

Mr. Khandelwal speaking on behalf of the NCOSMW commended the UIDAI's efforts to reach out to migrant labour communities: "Through this partnership we will strive to help the UIDAI fulfil its mandate of inclusion".
