A day that began with talks virtually dead between the government and Team Anna, saw a more amicable close with the government conceding to most of Anna Hazare's demands. Hazare set three conditions to break his ten-day fast declaring publicly that all civil servants should be brought under Lokpal, a Citizen Charter should be displayed at all government offices and all states should have Lokayuktas.
The 74-year-old Hazare said that if Parliament considered the Jan Lokpal Bill and there was an agreement within the house on these three conditions, he would break his fast.
The Prime Minister took the first step towards breaking the ice when he made an open offer in Lok Sabha that Parliament will consider the Jan Lokpal Bill along with bills proposed by others, including Aruna Roy and Dr Jayaprakash Narayan, and the record of the discussion would be sent to the standing committee.
He also applauded the Gandhian for his ideals, saying "I salute him. His life is much too precious and therefore, I would urge Hazare to end his fast."
Leader of opposition Sushma Swaraj supported Singh's appeal after which an unanimous appeal was made from the chair by Speaker Meira Kumar.
After late night discussions with senior ministerial colleagues on modalities of Friday's debate in Lok Sabha, finance minister Pranab Mukherjee said talks are on with Team Anna but declined to go into details.
"Parliament, after the Prime Minister's speech and appeal, unanimously requested Anna Hazare to break his fast. I do hope Anna Hazare will respond. We wish that he should devote his energy in the service of the nation for many many years," he said.
Earlier, law minister Salman Khurshid, who attended the discussions with Mukherjee, said there will be discussions in Parliament on Jan Lokpal Bill.
Asked whether it will be in the form of resolution, calling attention motion or under a rule that entails voting, he said it has not been decided yet.
He said other civil society bills would also be considered apart from the Jan Lokpal Bill.
Meanwhile, Hazare's associates Shanti Bhushan, Prashant Bhushan, Kiran Bedi and Manoj Sisodia met senior BJP leaders L K Advani, Arun Jaitley, Sushma Swaraj and Nitin Gadkari late tonight to discuss the issue.
The government has agreed to accept the three contentious demands of Team Anna, Science and Technology Minister Vilasrao Deshmukh said on Thursday.
"The government has agreed to all three sticking points," Deshmukh told reporters at Lok Sabha Speaker Meira Kumar's Iftar party.
Anna Hazare, spearheading an anti-corruption campaign, has said he would end his fast only after the government includes the lower bureaucracy within the ambit of the Lokpal bill, appoints Lokayuktas in each state to be under the Lokpal and forulates a citizen's charter for government offices.

Amid mounting concern about Anna Hazare's health as his fast continued for the tenth day, doctors tonight said the Gandhian's condition was "stable" but there is reason to worry.
"Till now his condition is stable. But there is reason to worry as today is 10th day of his fast," Dr Naresh Trehan told reporters at the Ramlila Ground after examining 74-year-old Hazare.
Trehan, who along with his team, has been monitoring Hazare's health every two hours said the Gandhian has already lost over six kgs of weight and doctors will constantly monitor his condition throughout the night.
"He has already lost over six kgs of weight... We will keep a close watch on him throughout the night," Trehan said. Hazare was 72 kg before he began his fast on August 16.
He said results of various test to conducted on Hazare will be announced tomorrow morning.
Concerns mounted over Hazare's health after he refused doctors' advice on Tuesday night as well as yesterday to be put on an intravenous drip.
In the morning, doctors said there was stability in his blood pressure and heart beat. They also said that his ketone levels, which had gone up, has come down.
Meanwhile, Hazare's attack on Congress leaders dubbing them as "looters" today evoked strong indignation among party MPs at a meeting here in which they opposed any move to withdraw the Lokpal Bill introduced by the government.
The meeting at which senior leader Pranab Mukherjee briefed the lawmakers on Lokpal issue also saw members expressing themselves against being in the "defensive mode" against Team Anna, which, they said, has adopted an "aggressive" posture.
Sources in the party said that a large number of MPs were "upset" with Hazare's last night attack and they also resented his call to people to hold demonstration outside MPs' houses as many apprehend that such protests could lead to law and order problems.
Attacking the ruling party and the government, Hazare said last night, "We were of the view that there were some good people in the Congress but all looters have now come together in the Congress and the country has no future in the hands of such people."
He had made the remarks after his associates negotiating with the government said that the talks are back to square one and apprehended that Hazare could be arrested and removed from the protest site.
Congress general secretary Janardan Dwivedi gave vent to the hurt feelings of MPs saying that such language does not behove a person like Hazare.
Party leaders also underlined that the regret expressed by party spokesman Manish Tewari to Hazare for his earlier remarks against the Gandhian was also in line with the party's disapproval of personal attacks.
In the CPP meeting, MPs were also of the view that Parliament and constitutional process cannot be overlooked under insistence of any particular group.
Anna Hazare's major demand is set to be met with the government on Thursday deciding to have a discussion in the Lok Sabha tomorrow on the Jan Lokpal Bill.
Sources said the discussion will take place on the bill in the shape of a "document" and its salient features after which the records of the debate are expected to be sent to the parliamentary standing committee examining the Lokpal Bill.
It was, however, not clear immediately whether the debate would be held under Rule 193 or Rule 184, which entails voting.
The decision in this regard was reached during hectic parleys within the government, which included Union minister Vilasrao Deshmukh's meeting with Prime Minister Manmohan Singh.
Subsequently, Singh held consultations with senior ministerial colleagues Pranab Mukherjee and A K Antony.
The decision to hold the discussion marks meeting of a major demand of Hazare who said only then he would decide on ending his 10-day fast.

Prime Minister Manmohan Singh on Thursday said that he was ready to debate all versions of Lokpal Bill. Addressing the Lok Sabha, Dr Singh said that fighting corruption is a collective national responsibility and there is a need to find a credible solution to tackle it.
The prime minister said that parliament should discuss weak and strong points of Jan Lokpal, other Bills and send entire the record for consideration to the standing committee. Such a debate would help determine the weak and strong points of various bills so that we "have the best possible bill to deal with the problem of corruption". Such a move, he added, would respect parliamentary supremacy and at the same time meet Hazare's demand.
"There is anger in the country," he said, echoing the national mood in the wake of widespread protests since Hazare began his fast Aug 16.
The prime minister said the anger was about the misuse of public offices and added there was need to come up with "a very strong bill" to battle corruption.
Saying that he applauds and salutes Anna Hazare, Prime Minister made an impassioned appeal to him to end his 10-day fast in support of a strong Lokpal bill. "His life is much too precious. Therefore, I would urge Hazare to end his fast," the prime minister said, as the entire house listened to him attentively.
Lok Sabha unanimously appealed to Anna Hazare to end his fast which enterd the 10th day and promised an effective and strong Lokpal.
The prime minister said the "government would do everything possible to cleanse the system. We need to find credible solutions to deal with the scourge of corruption."
Prime Minister said that he might have made mistakes but denied accusations that he had ever "connived with corruption". Referring to the charges made by Bharatiya Janata Party (BJP) leader Murli Manohar Joshi Wednesday that he had overlooked corruption involving his cabinet colleagues, the prime minister said it was below his dignity to respond to accusations on issues which were being examined by the PAC (Public Accounts Committee) and the Supreme Court.
A day after the third round of discussions between the government and Team Anna ended in a logjam, Congress MP Sandeep Dikshit said there had been some breakthrough on a strong Lokpal bill but more talks were required.
Finance Minister Pranab Mukherjee said his comments on Anna Hazare were distorted and government representatives did not say that the health of the social activist, who has been fasting for 10 days for a strong Lokpal bill, was not their concern.
Senior ministers Kapil Sibal and P. Chidambaram strongly opposed the talks between government and civil society representatives and jeopardised the negotiations over the contentious Lokpal bill, activist Arvind Kejriwal said.
Kejriwal said that civil society representatives believed that the issues could be solved through dialogue but refused to commit if they would attend the fourth round of talks.
"We will decide that in our core committee meeting," he said.
Signalling that the negotiations may have hit a dead end, Team Anna member Kiran Bedi said they they didn't know who to talk to and resolve the crisis.
As Anna Hazare's fast entered the 10th day on Thursday, Indian Overseas Congress (IOC), an organisation representing the NRIs, on Thursday said the government must implement the Jan Lokpal Bill prepared by Team Anna.
"There are 11 million NRIs spread across the globe, with 3.5 million being from Punjab alone. The feeling among a large number of NRIs is that the Anna issue was mismanaged by the Government," IOC President Vikram Bajwa told reporters here.
"The Bill, as proposed by Team Anna, should be adopted and passed in Parliament without any further delay," said Bajwa, who today forwarded his resignation to Congress President Sonia Gandhi, expressing his desire to join hands with the common people on the corruption issue.
He said since 1947 when the nation gained freedom, the people have been waiting to enact an anti-corruption bill.
"I strongly feel that a strong anti-corruption legislation should pave way for a new India," he added.
Opening up its cards for the first time on Anna Hazare's agitation, the BJP on Thursday came out in support of his Jan Lokpal Bill saying it should be made the basis of discussion in Parliament over creation of an effective ombudsman and asking the government to withdraw its version of the legislation.
"The BJP supports Jan Lokpal Bill proposed by Team Anna. It should be introduced in Parliament. We will make it as the basis of discussion. The government's Lokpal Bill has gone to the parliamentary standing committee. The government can withdraw its bill with the opposition's consent," BJP president Nitin Gadkari told a press conference at the party headquarters here.
He said he was worried about Anna Hazare's health and urged the Prime minister to take immediate steps to end the current impasse and help the Gandhian end his 10-day fast.
"BJP is with Anna Hazare on the issue of corruption and supports his movement. But the way the situation is deteriorating, it is not good for the nation. Keeping in view the interest of the nation and Anna's health, I appeal to the Prime Minister to take immediate steps. I hope a positive response from the government," Gadkari said.
The BJP leader also said the party was further discussing the Jan Lokpal Bill and would hold a meeting of its parliamentary board - the party's top decision-making body, later this evening.
The three sticking points on which the government and Team Anna have locked horns are likely to be taken up during the BJP parliamentary board meeting.
The BJP president said, "We pray to Anna to end his fast, as we are concerned about his health. The government should take steps to help Anna end his fast."
He said Anna's Jan Lokpal Bill be made the basis of discussion in Parliament and BJP will support it. Don't go into procedures. If the government gives any written assurance to Anna on this, then Anna should decide on ending his fast. It is the demand of the common people in society and nation's interest."
The BJP chief also denied allegations of "match-fixing" with the government and said the question now was the appointment of Lokpal.
On Anna's demand for keeping the Prime Minister under the Lokpal, Gadkari said the BJP is clear in its position that the top post should come under the purview of the ombudsman.
"Whether Prime Minister comes under the Lokpal or not, BJP has made it's position clear. BJP supports bringing the Prime Minister under Lokpal. Former prime minister Atal Bihari Vajpayee had first supported this."
Gadkari, however, said, "It's (bringing PM under Lokpal) detailed part, could be worked out after discussion in Parliament. I am sure a good solution will come out which should be implemented. There should also be a discussion on bringing the Judiciary under the Lokpal."
He said the issue is now between government and Anna Hazare. "Taking in view the situation arising out due to corruption, we ask for an immediate solution."
Reacting to Parliament's appeal to end his fast, Anna Hazare on Thursday demanded that Parliament discuss from Friday three key issues on Jan Lokpal and create an agreement, failing which he will not end his fast.
"I have sent a message to the Prime Minister. If you want to pass Jan Lokpal bill then start the discussion tomorrow morning. I have three demands. If there is support (for them), then I can consider ending the fast," he told his supporters at the Ramlila Grounds here.

Hazare told the opposition to "put pressure" on the government on the issue.
He also noted that MPs and the Speaker appreciated the protest and even the Prime Minister saluted him. "It is not because of me, it is all because of you people," he said.
He said whether he was alive or not the torch of revolution should continue. "It is becoming difficult for poor to live. We have to create the change. Lot of people are living only to eat and some are eating to live," Hazare said.
"People are supreme. All officers should be brought under the Lokpal. All officers from the village to city should be under the Lokpal," he said.
If Lokpal is passed corruption at the Centre will be curbed but what about the corruption at state-level, he asked.
"If Lokayuktas are not established along with Lokpal, the corruption at state-level cannot be curbed. How can we do that? All states should have Lokayukta and they should be independent," he said.

The meeting, to be held at 5 p.m., will be attended by Finance Minister Pranab Mukherjee - who is also the chief negotiator with Team Anna, Defence Minister A.K. Antony, Home Minister P. Chidambaram and Law Minister Salman Khurshid, who is another negotiator, the sources added.
The meeting comes after Science and Technology Minister Vilasrao Deskhmukh held a meeting with Hazare and delivered to him a letter on behalf of all parties and parliament appealing to him to end the fast.

Mistakes maybe but I never connived with corruption: PM
New Delhi: Admitting that he "might have made mistakes", Prime Minister Manmohan Singh Thursday denied accusations of "conniving with corruption" and invited the opposition to probe any wealth amassed by him for his family.

Replying to the debate in the Lok Sabha on corruption Thursday, the prime minister said: "In the years left the government would do everything possible to cleanse the system".
"We need to find credible solutions to deal with the scourge of corruption," he said.
Referring to the Lokpal bill and urging Anna Hazare to give up his 10-day fast, the prime minster suggested that the house debate all the versions of the Lokpal bill and send its recommendations to the standing committee looking into the issue.
"We will work with single-minded devotion to leave behind a strong Lokpal Bill which will be a challenge to corruption," said the prime minister.
Referring to the "personal attack" on him by Bharatiya Janata Party (BJP) leader Murli Manohar Joshi "that he knowingly connived with corruption of his cabinet colleagues" the prime minister said it was beneath his dignity to respond to accusations on issues being examined by the PAC (Public Accounts Committee) and the Supreme Court.
The prime minister said he never used harsh language in describing the conduct of other members despite many accusations in the past.
"In the 41 years of my public life, I have served the country to the best of my ability," said the prime minister, inviting Leader of Opposition Sushma Swaraj to probe any wealth amassed by him for his family.
Stating that corruption was a multi-faceted problem, the prime minister said both the centre and the states had the responsibility to find effective means to tackle it.
Agreeing that people were angry with corruption, the prime minister said "we need to clean up the system for our children."
According to Manmohan Singh, reforms in the licensing system, import and foreign exchange controls had reduced corruption to an extent but taxation issues needed attention.
He said leakages in the central schemes being implemented by the states like the public distribution system and infrastructure development need further reform.
