Thousands of tribal and other forest dweller took over sanctuary land and planted forest with fruit and medicinal plants in Chirakoot district, UP
Manikpur, Chitrakoot:25 August 2013 :Thousands of adivasis and other forest dwellers challenged the state by taking the implementation of Forest rights Act (FRA) by themselves by planting hundreds of mango, neem, banana and other fruit and useful trees in Ranipur Sancutary in Manikpur, Chitrakoot distt, UP. Plz see the photos attached. This action was done to take over the community resource land, the land that belonged to Kol tribes once. But it was illegally taken over by the forest department and converted into sanctuary. There is no tree virtually in this so called sanctuary area.
To mark as a protest against this land grabbing and non implementation of the FRA tribals of this region decided to take over this land and do the plantation of real forest in the sanctuary area. Around 3000 bighas of land has been taken back. The plantation of the fruit trees and other medicinal plants were done in 20 bigha of land in the memory of the beloved woman leader Bharatiji who left us two years back due to long illness. The area has been named as " Bharati Samriti Upvan". Pl see the photos. This particular area will be developed for the organization, both trees and crops will be planted in this area so that a model forest is developed in another two to three years.
The implementation of FRA has been inordinately delayed in this district by UP government. Tribal of this region Kol tribe is not scheduled in this entire region of Bundelkhand and Kaimur. Hence they are in the category of SC or OBC, the government is not interested in their forest and land rights. If Forest rights has to be granted then this huge population has to show the proof of 75 yrs of existence. The forest department, local feudal and the police are taking advantage of this situation and misleading the communities so that this act is not implemented. Many atrocities are being inflicted on the tribal by filing false cases, intimidation and victimization by police, bringing plantation schemes like JICA against the FRA.
But the Tribal,Dalits and other forest dweller of this region have vowed that now they will not leave their rights that was snatched from their ancestors. They have united under the banner of "All India Union of Forest Working People" and launched the first action of taking over the sanctuary area on 25 August 2013. Thousands of people joined this unique action from Jharkhand, Bihar and many districts of UP such as Sonbhadra, Mirzapur, Chandauli, Pilibhit, Khiri, Saharanpur, Allahabad. They all gathered to give support to Chitrakoot tribal people.
On 26th August , 2013 around 2000 people than gheraoed the Tehsil headquarters in Karvi, Chitrakoot and organized a big road block in the main chowk of Karvi. This protest was unprecedented and tribal took over the Tehsil headquarters and forced all the officials to come in open to take their memorandum. The SDM and CO (DSP) had to immediately rush to the protest chowk and had to listen to the demands of the tribal. The memorandum was presented by Union executive council member Matadyalji and read by Ad. Ramesh Shukla. Working President of the Union Sh. Sanjay Garg addressed the gathering and told SDM that the Union representatives had a high level meeting at CM secretariat in February 2013 where Ch. Sect Sh. Javed Usmani was also present and concrete discussion on implementation of the Act was discussed at length. The government committed to this Act but till date no action has been taken. Union Dy. General secy. Ms. Roma who is also special invitee member of State level monitoring committee asked SDM that what has been done by him to implement the Act as he is the president of the Sub divisional committee. She said that he cannot get away by saying that the memorandum will be sent to the CM. SDM said that he was new to the district and has not read the Act. Ms. Roma admonished such officials who are posted in the forest region that if they don't read the FRA before posting they have no right to stay in that district. It is essential for the officials to be well prepared regarding FRA. She said that within two days the review of the implementation of the Act should be done such as regarding formation of Forest rights committee whether they have been formed correctly according to the rules of the Act. If they are formed in the paper then the FRC's have to be reconstituted again. All false cases against tribal should be withdrawn. The PAC camp situated in village Jaromafi panchayat bhavan should be immediately removed. The individual and community rights should be immediately invited. The forest department should be asked to provide all the documents related to the community rights within next two days.
Many important leaders of the Union were present in this occasion such as Mangal Prasad, Bundiya, Rani, Ramilan from chitrakoot, Shobha, Lalti, Lalman, Ramashanker, Hulsi, Shambhunath from sonbhdra, Rajkumari, Gaya Prasad from mirzapur, Dhanpati, shivkumari from chandauli, Nabada, phulmati, Poonam, Sabina, ramashanker jawahar, ramchander rana from khiri, Behna, Ramnath from Pilibhit, Balkeshwar, Kamala from kaimur Bihar, sanichre agaria from Gadwa Jharkhand.
On 25th august in the village Jaromafi where the planation in the sanctuary area had to take place large number of police force was present to stop people from conducting any meeting. But they have to retreat due to overwhelming presence of people and on this occasion the candidate from Samajwadi party Sh. Shayama Charan Gupta of forthcoming Parliamentary election also reached village to participate in this programme. His presence also made lot of difference in the area who came out with an open support to the people of the area and committed that he will work for the implementation of the FRA in the region.
25 अगस्त 2013 मानिकपुर, चित्रकूट हज़ारों आदिवासीयों एवं अन्य परम्परागत वनसमुदाय ने मानिकपुर के जारोमाफी गांव में रानीपुर अभयारण्य के 3000 बीघा दख़ल कर एक हिस्से पर सामुदायिक वन लगाने का काम किया। उक्त भूमि ब्रिटिश काल के पहले से ही कोल आदिवासीयों की भूमि थी जिसको आज़ादी के बाद वनविभाग द्वारा अतिक्रमित कर लिया गया व कोल आदिवासीयों को उनकी पुश्तैनी भूमि से बेदखल कर दिया गया। अब जबकि वनाधिकार कानून 2006 देश में लागू है इस कानून से बल लेते हुए आदिवासीयों द्वारा अपनी पुश्तैनी भूमि पर दख़ल लेने का सामूहिक कार्यक्रम बनाया व सैंकड़ों की संख्या मे आम, केला, नीम व अन्य उपयोगी पेड़ों एवं जड़ी बूटीयों को लगाया। इस 20 बीघे के भूमि के टुकड़े को उपवन के तौरपर बनाने का संकल्प लिया गया व इस उपवन को संगठन की मरहूम महिला साथी भारतीजी '' भारती स्मृति उपवन'' के नाम से समर्पित किया गया। इस उपलक्ष्य में उत्तरप्रदेश के कई जिलों व कई राज्यों उ0प्र0 से सोनभद्र, मिर्जापुर, चंदौली, पीलीभीत, खीरी, सहारनपुर, ललितपुर, व बिहार व झाड़खंड़ के साथी उपस्थित हुए। इस मौके पर मानिकपुर के लोकसभा के प्रत्याशी श्री श्यामाचरण गुप्ता भी मौजूद हुए जिन्होंने आदिवासीयों की मांग को सम्मान करते हुए वनाधिकार कानून को लागू कराने का वादा किया।
इस कार्यक्रम को वनविभाग व पुलिस ने साजिश के तहत कार्यक्रम को विफल करने की नियत से 25 अगस्त को बड़ी संख्या में पुलिस बल को तैनात किया गया ताकि यह बैठक न हो सके। लेकिन जब चारों तरफ से हजारो की संख्या में लोग पहुंचंने लगे व लोकसभा के प्रत्याशी भी पहुंच गए तब पुलिस को मुंह की खानी पड़ी व उन्हें लौट कर जाना पड़ा। गांव में थोड़ी देर सम्बोधित करते हुए अखिल भारतीय वनश्रमजीवी यूनियन के कार्यकारी अध्यक्ष श्री संजय गर्ग ने प्रदेश सरकार को आड़े हाथो लिया व इस कानून को लागू करने की राजनैतिक इच्छा शक्ति पर प्रश्न उठाए। साथ ही इस कानून की प्रांसागिकता पर भी चर्चा की। इसके बाद श्री श्यामाचरण गुप्ता ने भी इस संदर्भ में वनाधिकार कानून के समर्थन में अपनी बातों को रखा और वादा किया कि वे इस कानून को लागू करने के लिए स्वयं मुख्यमंत्री से बात करेगें।
इसके बाद एक उत्सव के तहत हज़ारों की संख्या में महिलाए एवं पुरूष लाईन मे नारे लगाते हुए करीब एक कि0मी दूरी पर स्थित रानीपुर सेंचुरी की और चल पड़े। इस मौके पर पुलिस की हिम्मत नहीं हुई कि व इस जनसैलाब को रोके। सेंचुरी के क्षेत्र में पहुंच पर ''भारती स्मृति उपवन'' का बोर्ड स्थापित किया गया, भूमि पूजन कर नारियल फोड़ा गया व बड़े पैमाने से इन सारे क्षेत्रों से महिलाओं द्वारा लाए गए पौधों को वनक्षेत्र में लगाया गया। ज्ञातव्य हो कि यह क्षेत्र सेंचुरी में जरूर है लेकिन यहां पर पेड़ पौधे कही पर भी नज़र नहीं आते। वनविभाग की मिलीभगत द्वारा माफियाओं द्वारा पूरे जंगल को बरबाद कर दिया गया है।
आम का वृक्ष लगाते हुए भारतीजी के भाई तपनजी
म्हिलाओं ने गीत गाते हुए इन पौधों को बेहद ही प्यार से बोया व वहां पर सभा भी की। साथ ही वनविभाग, दलालों व पुलिस को चेतावनी दी कि कोई भी इन पौधों को नष्ट न करें अगर ऐसा किया तो वनविभाग के इसकी सज़ा भुगतनी होगी व इसका जवाब लिया जाएगा। इस वृक्षारोपण से आदिवासीयों में काफी साहस व जोश पैदा हुआ। उन्हें वनविभाग के उपर अपनी जीत का एहसास हुआ जोकि आज़ादी से लेकर अब तक उनका उत्पीड़न करते चले आ रहे हैं। इस वृक्षारोपण ने अन्य जिले से आए हुए लोगों का भी काफी साहस बढ़ाया जिन्हें लगा कि अब वे अपनी बल पर वनाधिकार कानून को लागू करवा सकेगें।
वृक्षारोपण के लिए जाता जनसैलाब
इसी कार्यक्रम को ज़ारी रखते हुए अगले दिन 26 अगस्त को हज़ारों की संख्या में आए हुए आदिवासीयों द्वारा तहसील कर्वी का चक्का जाम कर दिया गया। सभी आदिवासी समुदाय सुबह ही 10 बजे स्टेशन पर इकटठा होगए व सभी लोग मातादयालजी कार्यकारीणी सदस्य अखिल भारतीय वनश्रमजीवी युनियन के नेतृत्व में रैली निकालते हुए कर्वी मेन चैक टैफिक चैराहे की तरफ निकल गये। चैराहे पर आकर आदिवासीयों द्वारा चारों तरफ से रास्ता जाम कर दिया गया और अपनी मांगों को मनवाने के लिए अधिकारीयों के लोगों के बीच आने को कहा। तब उपजिलाधिकारी व सीओ मौके पर आए, इस तरह का प्रर्दशन देकर अधिकारीयों के हाथ पांव फूल गए व उन्हें सभी बाते काफी तस्सली से सुननी पड़ी। मातादयाल ने नौ सूत्रीय ज्ञापन दिया जिसको अधिवक्ता रमेश शुक्ला ने पढ़ा। इस ज्ञापन में फर्जी मुकदमों को वापिस करना, वनाधिकार कानून को लागू करना, सामुदायिक अधिकारों को देना, जारोमाफी पंचायत भवन से पीएसी कैम्प को हटाना, लघुवनोपज पर वनाधारित समुदाय का अधिकार देना आदि शामिल था। इसके बाद युनियन के कार्यकारी अध्यक्ष श्री संजय गर्ग द्वारा उपजिलाधिकारी के समक्ष बड़े जोरदार तरीके से उन्होंने कानून की अनदेखी करने के लिए सपा सरकार को आड़े हाथों लिया व बताया कि फरवरी माह में मुख्यमंत्री की अध्यक्षता में वनाधिकार कानून को लेकर एक समीक्षा बैठक हुई थी जिसमें इस कानून को जल्द से जल्द लागू करने के लिए सरकार ने वादा किया था लेकिन सरकार द्वारा आज तक यह वादा नहीं पूरा किया गया है जिसके चलते वनसमुदायों पर लगातार उत्पीड़न बढ़ता ही चला जा रहा है। आगामी लोकसभा चुनाव में यह मुददा एक अहम मुददा होगा इसलिए सरकार इस कानून को गंभीरता स ेले व इस पर अमल करते हुए आदिवासीयों को उनके अधिकार दिलाये। युनियन की उपमहासचिव रोमा द्वारा उपजिलाधिकारी से पूछा गया कि उपखंड़ स्तरीय समिति के अध्यक्ष होने के नाते उन्हेांने अब तक इस कानून को लागू करने में क्या कार्य किऐ हैं? इस पर उपजिलाधिकारी ने बताया कि उन्हें आए कुछ ही दिन हुए है व उन्हेांने कानून को नहीं पढ़ा है। इस पर प्रशासन को सम्बाधित करते हुए रोमा ने कहा कि यह काफी दुर्भाग्यपूर्ण है कि वनक्षेत्र में नियुक्त किए जाने वाले अधिकारी वनाधिकार कानून पढ़ कर आते ही नहंी जब कि जिन कानून व नियमों से मोटी कमाई व दलाली करने का मौका मिलता हो वह कानून सब अधिकारी अच्छी तरह से जानते हैं। रोमा ने कहा कि जो भी अधिकारी इस कानून को नहीं जानता है उसे इस जिले में रहने का कोई भी अधिकार नहीं है। उपजिलाधिकारी को राज्य निगरानी समिति की विशेषआंमत्रित सदस्या होने के नाते उन्होंने कहा कि ज्ञापन तो मुख्यमंत्री तक पहुंचता रहेगा उससे पहले दो दिन के अंदर वे मिटिंग बुलाकर वनाधिकार कानून की कर्वी तहसील के अंदर समीक्षा करें व देखें कि वनाधिकार समितियां सही रूप से गठित हुई हैं या नहीं अगर नहीं हुई हैं तो फौरन पुरानी को रदद कर नई समितियों को गठित करने का आदेश दें। व साथ ही वनविभाग को निर्देशित करें कि दावों को दायर करने के लिए सभी वनाधिकार समितियों को महत्वपूर्ण दस्तावेज़ जैसे वर्किगं प्लान व गजैटियर उपलब्ध कराए। अगर यह काम दो दिन के अंदर नहीं होगा तो पुनः 15 दिन के अंदर सड़कों को जाम कर दिया जाएगा व वनाधिकार कानून को लागू करने के लिए लम्बा अभियान चलाया जाएगा।
इस सभा में युनियन के काफी महत्वपूर्ण नेतागण शामिल थे जिसमें उपमहासचिव अशोक चैधरी, सोनभद्र से शोभा, लालती, लालमन, रमाशंकर, मिर्जापुर से राजकुमारी व गयाप्रसाद, चंदौली से धनपति व शिवकुमारी, खीरी से नबादा, फूलमती, पूनम, सबीना, ज्वाहर, रमाशंकर, रामचंद्र राणा, पीलीभीत से बहना व रामनाथ, बिहार कैमूर से बालकेश्वर व कमला एवं झाड़खंड़ से सनीचर अगरिया शामिल थे।
