A special summit of European Union heads of state on Wednesday evening adopted a series of measures to stop the flow of refugees into Europe. One day earlier, a summit of interior ministers argued fiercely over the distribution of refugees throughout Europe. After the majority of interior ministers decided on the redistribution of 120,000 refugees, against opposition from Hungary, the Czech Republic, Romania and Slovakia, Slovakian Prime Minister Robert Fico declared his refusal to comply with the "diktat."
