The Andhra Pradesh police tonight dismissed as "baseless" the allegations of civil rights groups that CPI (Maoist) Central Committee spokesperson Cherukuri Rajkumar alias Azad was shot at from point blank range in a fake encounter.
"There is absolutely nothing in the post mortem report to indicate that the firing was resorted to at point-blank range", state director general of police RR Girish Kumar said in a statement here.
"There are absolutely no contradictions either in post-mortem report or in the FIR. The post-mortem report is being falsely misinterpreted by Naxal-backed civil rights activists and its frontal organisations", he said.
"A section of vested interest groups at the behest of CPI (Maoists) have been making false and baseless allegations against police by misquoting the contents of the post-mortem examination report and FIR," Kumar alleged.
The activists of frontal organizations of Maoists have picked up only those words selectively from the post-mortem report and FIR "which suit the requirement of their motivated campaign", Kumar said.
"I would like to inform the members of the public that this encounter between the police and Maoists is "real and genuine undoubtedly," the DGP said.
Azad and another person, claimed to be a journalist Hemachandra Pandey, were killed in an exchange of fire with police in the deep jungles in Adilabad district of Andhra Pradesh on the intervening night of July 1 and 2.
Kumar said police followed NHRC guidelines in letter and spirit and transparency was maintained at every stage of police action and further investigation.
"The actions of police in every case of exchange of fire are subject to scrutiny by statutory authorities at different levels. In this present case also, the post-mortem examination report and all the other evidence will be subjected to scrutiny by competent judicial and quasi-judicial authorities," he added.
A group of rights activists led by Supreme Court advocate Prashant Bhushan had recently claimed it had evidence to show Azad and Pandey were killed in a "fake" encounter.
Pro-Maoist writer Varavara Rao had also demanded a judicial inquiry into the killing of Azad.

A tribal leader, who shared dais with Congress General Secretary Rahul Gandhi during a recent rally in Lanjigarh area of Orissa on Saturday denied allegations that he was a Maoist.
On Thursday, tribal leader Lado Sikoka had participated in the rally and addressed people.
"They (police) have taken us, picked us suspecting to be Maoists and they kept us in Rayagada. They (police) asked us why we have become a leader and have links with Maoists. But we haven't seen Maoists, we have heard about Maoists. We have not seen whether they wear plain clothes or uniform, we don't know," said Sikoka.
Sikoka, meanwhile, asserted that the tribals would not bow to atrocities inflicted on them.
"Rahul Gandhi said that he would save our Niyamgiri. He told us, 'You fight for the hills and we are with you.' If we leave Niyamgiri, we would die. For Niyamgiri, we are alive and we told this to him," said Sikoka and added that Rahul gave a patient hearing to their grievances and promised help.
Rahul's visit to the backward Lanjigarh area came at a time when UK-based Vedanta's mining plan in Niyamgiri Hills, home to Dangaria and Kutia Kandha tribes, suffered a body blow with Union Environment Ministry rejecting the stage-II clearance for its mining proposal on Tuesday.(ANI)

Dear friends
It is with a certain sense of trepidation and misgiving that I have been watching your decision to support Mamata Banerjee of the Trinamul Congress in order to oppose the misrule of the criminal and corrupt CPI(M)-led Left Front Government. Your backing of Mamata Banerjee has sinister implications and will bode ill for West Bengal politics. One expects Bengali intellectuals of your stature to have the courage to chart out an independent course of action and form an alternative platform (committed to the values of socialism, democracy and secularism) that would restore morality in Bengali politics, and be free of control of an unscrupulous and opportunist politician like Mamata.
Let me explain my stand on the present situation in West Bengal, and clarify the points raised by me above. First, I strongly feel that the CPI(M) must not only be ousted from power in West Bengal, but politically exposed on the national scene as a party that does not deserve to be called Leftist any more. It has besmirched the cause of socialism by resorting to fascist atrocities and crass corruption in two states it rules - West Bengal and Kerala. It has built up a wealthy party bureaucracy that sustains on the support of a well-organized gang of armed `party-cadres' (goons and extortionists known as `harmads' in West Bengal), and agents of the corporate sector (who bribe CPI-M leaders and ministers to worm their way into the heart of the economy of Kerala). A query under RTI has revealed that the CPI(M) is the fourth richest political party in India after the Congress, the BJP, and the BSP. As evident from its policies as a ruling party in West Bengal and Kerala, it has given up the cause of the poor and the commitment it made in its party programme to establish a `People's Democratic State.' The CPI(M) today has therefore reduced itself to a party that is irrelevant to the cause of socialism and the democratic movement in India.
In these circumstances, I share your concerns about the plight of the villagers of Singur, Nandigram, Lalgarh and other places who have been facing repression by security forces in connivance with CPI(M) `harmads.' I also join you in protesting against the suppression of democratic rights of intellectuals and others in the name of repressing the Maoists in West Bengal. I also strongly condemn the killing of the Maoist leader Azad and the journalist Hemchandra Pande in a `false encounter' organized by the Andhra police under the go-ahead signal from Chidambaram's Home Ministry in Delhi – an incident that has been quite understandably drawn protest from many among you. The silence of the CPI(M) leaders on this atrocious incident speaks volumes about the party's callous attitude towards the issue of human rights.
Having said this, I would now request you to consider the following questions:
First, by backing Mamata Banerjee, and some of you sharing public platforms at meetings organized by her party – the latest example being the August 9 rally at Lalgarh, are you not openly campaigning for her electoral success? Despite her claim that the rally was non-political and was held under the auspices of some organization called `Santrash Birodhi Manch' (or under some such designation), those of you who attended the meeting must have certainly observed the signs of domination of the rally by the Trinamul – the party's flags furling all over, and Mamata being the main speaker. Surely, being intellectuals, you should have realized that you were being roped in for what was virtually a rally for Trinamul's electoral propaganda. So, am I to understand that you are asking the West Bengal electorate to vote for Trinamul in the coming elections – in the name of `paribartan' or change ? Please make your definition of `paribartan' clear in ideological and political terms.
Secondly, apropos of your present policy to support Mamata Banerjee, may I ask you whether you seriously believe that Mamata Banerjee and her Trinamul Congress are the desirable substitutes for CPI(M) ? I am sure that most amongst you who are veteran participants in West Bengal's political and cultural developments during the last three or four decades, are aware of the nefarious role that Mamata Banerjee had played in the state's politics. She started her political career as a Youth Congress leader, coming into limelight by leading a bunch of hoodlums in attacking Jayapraksh Narayan's car in April 1975, when he came to address a meeting in Calcutta to protest against Indira Gandhi's dictatorial policies that were to lead to the declaration of Emergency a few months later. She climbed on the bonnet of his car and danced while her followers smashed the windscreen and JP had a hair breadth of an escape. (The incident is recorded in contemporary newspapers, and must be known to Mahaswheta Debi and others who lived through the horrors of that era). All through the Emergency, Mamata remained a loyal storm-trooper of the Sanjay Gandhi-led Youth Congress brigade of gangsters which terrorized West Bengal and killed Leftist cadres. Ever since then, Mamata had honed her skills as a street-smart politician, depending on the muscle power of her followers, mouthing populist slogans and indulging in exhibitionist acts. Riding on this wave of populism, she managed to win her way to the Lok Sabha, and displayed her ugly opportunism by being a partner of the BJP in the Union cabinet during the notorious regime of the NDA, and then after the electoral defeat of the BJP, switching over to the Congress-led UPA at the centre today to occupy the coveted post of Railway Ministry. What is her record as a Railway Minister? As everyone knows, in her populist zeal to inaugurate new railway lines, she is totally ignoring the safety requirements which is leading to increasing accidents. Besides, she is least interested in the responsibilities that she is required to carry out as a railway minister at the centre.
She is sticking to her ministership, which allows her to distribute largesse to her minions in West Bengal, and enjoy the protection of central armed forces wherever she goes in West Bengal to address her (pre-electoral) meetings. How could you intellectuals – expected to be discerning in your judgment – believe that the August 9 public meeting at Lalgarh was a `non-political' rally to protest against atrocities both by the CPI(M) harmads and the CRPF in their joint operations ? Didn't you observe the hundreds of central security forces – deployed by the same central government – to protect its minister Mamata Banerjee and her convoy during her journey to Lalgarh and at the site of her meeting? So, what sort of a protest was this? A rally to oppose the CPI(M) under the auspices of a central minister and under the umbrella of central security forces? Did any one from among you who shared the dais with Mamata, ask her directly why is she still a part of a central government which sends armed forces to Lalgarh to suppress popular protest? Why does she allow herself to be surrounded by the same security forces? If she is so concerned about the plight of the victims of the central security forces, why isn't she resigning from the central cabinet? Surely, you can't have your cake and eat it.
Let me come to the other issue – the hope for a `paribartan', a change for the better, under the Trinamul. Even before capturing Writers' Building (Mamata Banerjee's dream), her party had a chance to set a model of better governance through capturing the panchayats. Her candidates did win the majority of the panchayats in West Bengal – riding on the wave of popular discontent and anger with the nepotism of the erstwhile CPI(M) panchayat pradhans. But the record of the newly elected Trinamul panchayat pradhans and members is not covered with glory. Charges of corruption and intimidation – the same allegations that were leveled against their CPI(M) predecessors – are already being voiced by villagers in several panchayats. (In fact, one of the Trinamul MPs, Kabir Suman himself is on record, having protested against the greed and avarice of his party's elected panchayat members). Through the panchayat polls, West Bengal's villagers have thus changed one set of cheats and oppressors with another. Do you want a repetition of a similar change - `paribartan' – in the next Assembly elections, with the avaricious goons of the Trinamul (replicas of the CPI-M) becoming the ruling party?
Before concluding, let me answer another set of arguments that I often find being voiced by many from among your midst, in defence of Mamata Banerjee. These arguments have been eloquently expressed by the well-known intellectual Asru Kumar Sikdar in an article published in the journal FRONTIER, August 8-14, 2010). In support of Mamata's credentials as a subaltern spokeswoman, Sikdar says: "She does not possess any pedigree or degrees from Oxbridge or Harvard…she did not have any godfather…" and then he elevates her to the status of a `phenomenon', (echoing the sociologist Andre Beteille), as someone "who has consolidated the rise of the subalterns and antipathy of the people against the CPI(M) into a solid mass…".
Can I now please interrupt Asru Kumar's outpouring of pro-Mamata sentiments by pointing out a few factual errors? First, even if Mamata did not have a "minor degree from the Presidency College," in order to impress the urban intellectuals during her electoral campaigns in the 1980-90 period, she did flaunt the possession of a degree or doctorate from some US university – a claim which created a minor controversy in the newspaper columns in those days, with some reporters checking the facts with the university and finding her claims to be rather dubious! Secondly, Sikdar's other contention that "she did not have any godfather" does not cut ice, since everyone acquainted with the political developments of West Bengal in the 1970s knows that the `godfather' of the Congress in those days was Siddhartha Shankar Ray, who picked up and groomed characters like Mamata Banerjee, Priyaranjan Das Munshi, to be the leaders of the Youth Congress. Mamata did not suddenly arrive on the West Bengal political scene in the 2000s as a saviour of the poor – as Asru Kumar would have us believe. She has quite a long political career behind her, which had been shaped, and patronized at different stages, by Siddhartha Shankar Ray, Pranab Mukhopadhyay, and other Congress leaders. She had been reared upon the belief in muscle power alone to defeat political rivals and in populist slogans to woo the masses. What surprises me is that how can you forget this history of Mamata's rise to power? Do you find any fundamental change in her beliefs, tactics that would make her and her party any different from the CPI(M) ?
I am not blaming Asru Kumar Sikdar (whom I respect as an eminent writer), or you who are my friends. I'm just expressing certain misgivings about the stand that you (Left-minded and liberal intellectuals) are taking in supporting Mamata Banerjee. Your stand reflects a dilemma which you are facing, and which you are trying to escape from by coming up with a rather simplistic rationalization; since the Left has failed in West Bengal, the only alternative is Trinamul. In order to justify this, you have to elevate Mamata to the status of a subaltern leader. As a member of your community, I can quite understand why you are resorting to this strategy. Guilt-ridden under the burden of our `Mirjafari Ateet' (as described by the poet Samar Sen), we want to make penance for our past role as a class of toadies of British colonialism and our present role as a privileged community. In our efforts to identify ourselves with the under-privileged, in the past we joined the Communist movement. In the present political scenario of West Bengal, where the leaders of the established Communist parties have abdicated their role to represent the interests of the poor, you are looking for an alternative icon with a pro-poor image. Mamata Banerjee, in your opinion, fills that bill. Although she doesn't come from the labouring classes, but from a typical urban educated Bengali family, she has managed to give voice to the raw anger of both the rural poor and the urban middle classes, who are frustrated with the criminal and corrupt rule of the CPI(M). But, devoid of any ideological motivation, and lacking any far-reaching concrete programme of economic changes in West Bengal, she is merely concentrating on her short-term objective of winning an easy victory to power in the state in the next elections by whipping up a mass frenzy with her populist slogans. As for you, the Bengali intellectuals, who are rallying behind her today, I think you are again on a guilt-trip. The last time the trip had ideological moorings – Marxism. Today, it is stripped of any ideological motivations. So, you are willing to abandon ideologies (whether Marxism, Gandhism, or any social democratic ideals), and opt instead for valorizing an unthinking populist tub-thumper. But, please don't identify Trinamul's vote-catching slogans and lumpen tactics with the basic problems of the rural and urban poor and the necessity for an enlightened and long-term solution to them. Some among you may be nurturing the hope of advising Mamata Banerjee and transforming her into a chief minister who would subscribe to your concept of `paribartan.' But, if you keep in mind her reputation of utter inefficiency as a minister in the Union cabinet, and her present single-track ambition of merely replacing Buddhadeb Bhattacharya to occupy the coveted post of chief minister in West Bengal, I don't think you can hope from such an individual and her party any `paribartan' that would lead to a better change for the poor.
Let me remind you in this connection of the bitter experience of the Left and liberal intellectuals outside West Bengal in the 1990s, when they in a similar fashion, elevated Shibu Soren, Laloo Yadav, Mulayam Singh Yadav, Mayavati as the subaltern leaders of the tribal communities, OBCs, and dalits respectively. What happened? These so-called representatives of the oppressed were successively brought to power in Bihar, Uttar Pradesh and other states – supported by the Left and liberal intellectuals (your counterparts in these states). But once coming to power,these chief ministers have replicated the same model of governance as set by their Congress or BJP predecessors. Their regimes in Jharkhand, Bihar, UP are marked by scenes of horse-trading on Assembly floors, and tainted by cases of nepotism, financial scams, suppression of popular protests. Is Mamata Banerjee any different? Given her past record as a typical weathercock in Indian national politics, and the present record of her party as a corrupt functionary in West Bengal's panchayats, can you seriously accept her as a leader of the Bengali oppressed poor to bring `paribartan' in our state ? Once elected as the West Bengal chief minister, she is likely to replicate the same model.
In these circumstances, shouldn't you as the intelligentsia of West Bengal, give a lead to an alternative movement? A movement for a third option? In the present bi-polar political situation in West Bengal, the people are left with no choice but the CPI(M) or the Trinamul only. There is an urgent need for an alternative strategy that restores morality in Bengali politics, puts an end to the goonda-raj of both the CPI(M) and Trinamul varieties, and re-establishes the values of a socialist, democratic and secular society. Instead of clinging to Mamata Banerjee's anchal, don't you have the courage to create such an alternative platform by bringing together both Left-minded people and liberal democrats? A platform that will demarcate itself from the discredited CPI-M led Left, as well as from the opportunist politics of Mamata Banerjee. A platform from which, a new generation of political activists may emerge to work towards a basic change in the socio-economic structure in West Bengal.

Midnapore), Aug. 27: The joint forces today shot dead a prime accused in the Jnaneswari Express sabotage, Umakanta Mahato, achieving their third big success against the rebels since a strategy shift towards night operations two months ago.                                                                                                                                                                                                                                                                                                     The police and local villagers provided different versions of how Umakanta, 35, may have been killed around 4am on the edge of the Nadda forests near Lodhashuli, 160km from Calcutta.                                                                                                                                                                                                                                                                                                     Officers claimed he was shot in the forest, about 20km from Jhargram town, after a two-hour gunfight with guerrillas during which the forces fired around 150 bullets. But residents of Chhoto Parulia, 500 metres from the forest, said they only heard 10 to 12 gunshots in rapid succession.                                                                                                                                                                                                                                                                                                     "It was around 4am. Ten or 12 shots were fired within a few seconds," said Saraswati Mahato. "Then the firing stopped and within minutes, we saw police vehicles head towards the forest."                                                                                                                                                                                                                                                                                                     There were two bullet wounds on Mahato's shoulder and back. Nearby, on a dirt track leading out of the forest, lay a red motorcycle that once belonged to a gram panchayat chief whom the Maoists had killed two months ago.                                                                                                                                                                                                                                                                                                     Umakanta, member of one of the village squads the Maoists had trained in the past two years, may have been fleeing the forest on the motorbike when the police got him, the villagers and the slain rebel's wife Sabita said.                                                                                                                                                                                                                                                                                                     The police said they had been tipped off yesterday afternoon that Umakanta was about to enter the forest. Around midnight they had confirmation that he had done so. "The CRPF's elite Cobra unit and police approached the forest late at night," said Jhargram superintendent of police Praveen Tripathi.                                                                                                                                                                                                                                                                                                     The force split, one group guarding the dirt track leading to the forest from NH6 and the other making a detour through two villages to reach the point where the track leaves the forest at the opposite end. "We took position at both ends of the road," an officer said.                                                                                                                                                                                                                                                                                                     Tripathi claimed the Maoists began firing as the forces closed in. "After about two hours of battle, the advancing forces spotted Umakanta's body in a clearing. The others had fled. A revolver lay beside the body," he said.                                                                                                                                                                                                                                                                                                     An officer said Umakanta and his gang had kidnapped three CPM supporters around 7.30pm yesterday from nearby Chakua village, held a kangaroo court and shot them dead. The bodies of Gopal Mantri, 49, his son Rajib, 24, and cousin Tapan, 42, were found on a road this morning.                                                                                                                                                                                                                                                                                                     At Umakanta's home in Bakshole, 7km from where he was killed, wife Sabita alleged he was shot from behind. "I've heard he was fleeing on his motorbike and the police chased him and shot him," she said.                                                                                                                                                                                                                                                                                                     "He came home around 4pm yesterday to meet our four children and stayed for 10 minutes. He used to come every eight to 10 days. He was taking part in an anti-pollution movement in the area, protesting against the sponge-iron factories."                                                                                                                                                                                                                                                                                                     The police said Umakanta led a Maoist frontal organisation, Paribesh Dushan Mancha. He had been arrested in June 2009 for blocking roads but got bail six months later and turned a fugitive.                                                                                                                                                                                                                                                                                                     The police linked him to the train tragedy after intercepting his phone conversations with Bapi Mahato, another prime accused who is in custody. The CBI had announced a reward of Rs 1 lakh for information about Umakanta.                                                                                                                                                                                                                                                                                                     Earlier, night swoops by the forces had allowed them to take out eight guerrillas on June 16 and top People's Committee leader Sidhu Soren on July 26, both operations taking place near Lalgarh.

Mamata doubts West Bengal shootout's genuineness

Railway Minister Mamata Banerjee Saturday expressed doubt over the genuineness of a shootout in which a prime accused in the Gyaneshwari Express sabotage case was killed in West Bengal's West Midnapore district.

Pro-Maoist leader Umakanta Mahato was killed in a gunfight with joint security forces in a forest area of Jhargram Friday.   

   

While questioning the shootout's genuineness, Banerjee accused the West Bengal government of masterminding killings to remove evidence related to the May 18 train sabotage that left 148 people dead.

   

A day after the police claimed that Mahato was killed in a gun battle at Mohanpur forest in West Midnapore district, Banerjee said: 'The Central Bureau of Investigation (CBI) has started its operation (investigation in the case). The CBI has declared some people as wanted (to face questioning). Now it is being said he (Umakanta) is dead. Thus, evidence (in the case) has been removed.'

   

However, Banerjee did not take Umakanta's name.   

   

'I don't know how a state government, which is masterminding such things, can act in this way,' the Trinamool Congress chief said at a rally organised by the students' wing of the party here.

   

Umakanta, a leader of the pro-Maoist body People's Committee against Police Atrocities (PCPA), had been eluding the police since the Mumbai-bound Gyaneshwari Express derailment that took place after a portion of the tracks was sabotaged allegedly by rebels.

   

A speeding freight train then rammed into five derailed coaches, resulting in 148 deaths.   

   

The CBI, probing the case, announced a reward of Rs.1 lakh for information leading to his arrest.   

   

This is the second time this month that Banerjee has suggested that some rebel leaders died in fake encounters.   

   

While addressing a rally at the Maoist hotbed of Lalgarh in West Midnapore Aug 9, Banerjee expressed her suspicion about the death of Maoist politburo leader Cherukuri Rajkumar alias Azad in a shootout and demanded an inquiry into his 'murder'.

   

Her comments not only embarrassed the central government but also led to a united opposition raising a storm in parliament.   

   

The government has maintained that Azad, the number three in the banned Communist Party of India-Maoist hierarchy, was killed in a police shootout in Andhra Pradesh July 2.

New land bill to prevent forcible acquisition for industries

Kolkata, Aug 28 (IANS) Railway Minister and Trinamool Congress chief Mamata Banerjee Saturday said the proposed Land Acquisition Bill will ensure that land is not acquired forcibly for industry.
She also slammed the West Bengal government for its failure to provide 100 days of work for the poor people.
"We have shown the way through Singur and Nandigram movements against the forcible acquisition of land for industries," Banerjee said while addressing a rally here.
"The call is the same from Singur to Nandigram, from Lalgarh to Aligarh - against the forcible acquisition of land. The demand that no land should be forcibly acquired should get priority in the proposed Land Acquisition Bill," Banerjee said.
Banerjee slammed the state government for its ianbility to control the drought situation in the state.
"The poor people in the drought effected areas of the state are suffering. They don't have food to eat. This state government is unable to provide 100 days of work to the poor people. In this state the poor people only get to work for 12 days," said Banerjee.
The West Bengal government has declared drought in 11 districts of the state earlier this month due to lack of rainfall.

West Bengal: The PCPA's support of Mamata Banerjee's Lalgarh rally points to a covert Trinamool Congress-Maoist understanding.

UNION Railway Minister and Trinamool Congress supremo Mamata Banerjee's rally in the Maoist stronghold of Lalgarh in Paschim Medinipur district of West Bengal on August 9 could not have come at a better time for the banned Communist Party of India (Maoist). At a time when its influence was seen to be waning in the forested Jangalmahal region spread across the three districts of Paschim Medinipur, Bankura and Purulia, it found a sympathetic friend in the Trinamool Congress, a key constituent of the Congress-led United Progressive Alliance (UPA) government at the Centre. Mamata's "apolitical" rally calling for peace and development in the region becomes significant when viewed in the backdrop of the recent reverses the Maoists received at the hands of the Central forces and increasing resistance to them from the local population.
Addressing a large gathering on the Ramkrishna Vidyalaya grounds in Lalgarh, with social activists Medha Patkar and Swami Agnivesh sharing the dais with her, Mamata appealed for an end to the violence in the region and asked the Maoists to come to the negotiating table. "I want you to give me a date for talks. Let this politics of terror stop. If necessary, the joint operations [of the Central and State forces] will also cease during negotiations," she said at the rally, which had the full support of the Maoists and the Maoist-backed People's Committee against Police Atrocities (PCPA).
This was the first time in over one and a half years that a mainstream political leader had held a rally in the trouble-torn region, and the first time that Mamata openly admitted to the presence of Maoists in West Bengal. Not long ago, she had even refused to attribute the violence and murders in the region to the Maoists, claiming it was activists of different factions of the ruling Communist Party of India (Marxist) that were killing each other.
CHANGE OF STAND
From openly supporting the PCPA and even sharing the dais with former PCPA convener Chhatradhar Mahato in February last year, Mamata was seen to be distancing herself from the organisation as the violence perpetrated by it in the region began spiralling out of control. Initially, she did object to Central and State police forces carrying out joint operations in Jangalmahal, but her subsequent silence on the situation, supposedly out of political compulsions, led to considerable resentment among the Maoist leadership. However, on August 9, for the first time she publicly acknowledged their hand in the violence. "I appeal to everyone, including Maoist friends, to abjure violence and come to the dialogue table," she said.
Mamata's reference to Maoists as "Maobadi bandhu" (Maoist friends) is significant. Koteswar Rao alias Kishenji, polit bureau member in charge of the CPI (Maoist)'s operations in West Bengal, Bihar, Jharkhand and Orissa, had earlier exhorted Mamata to "choose a side". He had at one point even accused her of indulging in "political opportunism", pointing out that the Trinamool Congress accepted the Maoists' help in fighting the CPI(M) in Nandigram and Singur and turned its back on them when Mamata's political fortunes soared after a series of electoral successes in the State. But things have now changed between the two parties, with Kishenji welcoming her initiative for "restoring peace" and extending his full support to the rally and Mamata in turn resuming her call for the withdrawal of the joint forces once the Maoists declared a ceasefire.
MAOIST STRATEGY
Apart from the irony that the very perpetrators of violence have now welcomed the process of peace, there is also the matter of Maoist strategy to be considered here. Violence is central to the Maoist political ideology. "Prepare for peace during war, prepare for war during peace, because war and peace are essential parts to the art of war," a military manual of the Maoists says, quoting from Sun Tzu's "The Art of War". The call for peace at a time when their hold on the region is seen to be weakening may have come as a welcome breather to the Maoists and allows them valuable time to regroup and reassess the situation. "They do not believe in renouncing violence. Experience shows that they are very unlikely to lay down arms, and all this talk of peace and negotiations may be tactical measures, perhaps to buy time or create confusion, as their military manual suggests," A.K. Maliwal, Additional Director General of Police and Director, Security, told Frontline. The fact that Maoists killed six people in the region in less than a week after the rally serves as an indication of the little regard they have for Mamata's call for peace.
The turnout of around 40,000 people at the rally may not be truly reflective of the political mood in the region, if police reports are to be considered. "We had information three days before the rally that PCPA and Maoist activists were mobilising villagers at gunpoint," said a source in the police.

The people of Dalilpur Chowk, Chhotopelia and Boropelia, the villages where the PCPA movement originated, refused to attend the rally, while a procession of barely 20 people came from Mahato's Amelia village. "It is clear that the Maoists are under tremendous pressure as people are fed up with them and want to come out of their influence. The number of villages that were once with them and which now did not join the rally is a pointer in that direction," said Manoj Verma, Superintendent of Police, Paschim Medinipur. Though there have been reports of armed Maoists and members of the PCPA, including its new chief Manoj Mahato and spokesperson Asit Mahato, roaming the interior villages of Lalgarh, marshalling people and leading processions on the day of the rally, they were conspicuous by their absence at the venue itself.

Another shot in the arm for Mamata's "Maoist friends" came when she, in her speech, denounced the killing of top Maoist leader and spokesperson Azad in a supposed encounter with the police in July in Andhra Pradesh. She called it "khoon" (murder), a point that did not escape the CPI (Maoist). "There is no doubt that Azad was killed in a fake encounter. Mamata Banerjee spoke the truth and there is no reason for the furore over the issue in Parliament," Kishenji reportedly said. The "furore" in Parliament that he referred to, putting the Congress in a very uncomfortable spot, was the offensive launched by the Opposition parties, including the CPI(M) and the Bharatiya Janata Party, in both the Houses against Mamata's statements.
Though the State-level leadership of the Congress has lauded Mamata's endeavour to "create an atmosphere for negotiation", it has been guarded in its response to certain comments by her pertaining to the withdrawal of the security forces and Azad's "khoon". "It is certainly somewhat embarrassing for us, and the leadership is a little concerned where this is heading and whether in the long run it will help the Maoists to spread their influence or actually persuade them to come for talks," a senior Congress leader in the State told Frontline.
On August 18, Kishenji reportedly suggested a ceasefire for 72 days and indicated the Maoists' willingness to sit down for talks with Mamata as mediator. "The President and the Prime Minister in their Independence Day speeches have appealed to the Maoists to abjure violence. We are never for violence, but the government has instigated us to take up arms," he said.
However, he made it clear that if the government was keen to end violence and establish normality in the disturbed areas, then it would have to take the initiative and withdraw the joint forces and order a judicial inquiry into Azad's murder. Kishenji also apparently demanded the resignation of Union Home Minister P. Chidambaram. Asked Sitaram Yechury, CPI(M) Polit Bureau member: "When the Trinamool and the Maoists are in collaboration, how can one party serve as a mediator?"
NOTHING APOLITICAL
While it is true that Mamata was careful not to have any Trinamool colours flying at the Lalgarh rally in order to emphasise the "apolitical" nature of it, in truth it turned out to be yet another exercise in vitriol against the ruling CPI(M). The speeches of Medha Patkar and Swami Agnivesh sounded more like an election campaign; Medha Patkar accused West Bengal Chief Minister Buddhadeb Bhattacharjee of "playing the politics of bloodshed" and Agnivesh announced that the time had run out for the CPI(M)-led Left Front government in West Bengal and that "the new era is that of Mamata Banerjee". Mamata too, after showing initial restraint, lapsed into her usual aggression and warned the CPI(M) that it would not even get one seat from Jangalmahal in the Assembly elections due next year.
The inconsistencies were glaring. On the one hand she acknowledged the killings by the Maoists and implored them to lay down their arms. On the other, she said, "Who is benefiting from these murders? CPI(M) cadre are taking advantage of the situation and murdering people and blaming the Maoists."
Police statistics tell a different story. "So far, of the 200-odd people who were murdered, three or four belonged to the Trinamool and around 180 were from the CPI(M)," said Manoj Verma. "The killings have served to set an example to others to fall in line or be eliminated. It is clear that there is a design to create a political vacuum."
Whoever fills this vacuum will politically benefit from it.

*                                      Half the story                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                        At the beginning of this century, my hometown, Bangalore, became a showpiece for the advantages to India of an outward-looking economic policy. The city's information technology industry was generating large amounts of foreign exchange by providing high-quality services to global companies. Thousands of new jobs had been created. Besides, compared to the traditional manufacturing sector, these new industries caused far less damage to the environment.                                                                                                                                                                                                                                                                                                                                                                                                             The appeal of the IT boom was enhanced by the fact that many entrepreneurs came from modest, middle-class backgrounds. They were not born into business families. Having made their money rather than inherited it, they were more willing to share it. Particularly exemplary was Infosys, whose directors chose deliberately to keep their own children out of the company they had created. They also led quiet, unostentatious lifestyles that were in striking contrast to the vulgar displays of wealth so common among India's business elite. The founders of Infosys brought further credit to themselves by contributing large amounts of money to social causes such as education, health, and environmental sustainability.                                                                                                                                                                                                                                                                                                                                                                                                             At the beginning of this decade, my home state, Karnataka, has become a showpiece for the disadvantages to India of opening out its economy to the world. According to the government's own figures, at least 30 million tonnes of iron ore were illegally exported from the state between 2000 and 2010. This ore was mined without a proper licence, without paying the necessary taxes, and often on land that was officially designated as 'forest'. To feed the hunger for minerals of China in particular, the government of Karnataka has been prepared to allow, and even encourage, the social and environmental devastation of more-or-less the entire district of Bellary.                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                     Software engineers in Bangalore are paid well, work in a clean, sanitized, controlled environment, and have access to proper healthcare. On the other hand, mine-workers in Bellary are often paid less than the minimum wage prescribed by law. They work long hours in the hot sun, and are continually exposed to dust and pollution. By comparison with, say, automobile manufacturing, IT is much less profligate in its use of the earth's resources; compared to mining, it is the greenest of green enterprises. Thus the search for iron in Bellary has led to the forests being stripped and the soils rendered unfit for cultivation. The most severe impact has been on the water regime, with springs drying up and rivers being subject to massive pollution.                                                                                                                                                                                                                                                                                                                                                                                                             With regard to the condition of the workforce and the state of the environment, software in Bangalore and iron ore mining in Bellary are a study in contrast. The contrast is further sharpened when we consider the character of the entrepreneurs in the two sectors. The leading software titans are good citizens, who have, in material terms, given abundantly back to society. On the other hand, the mining lords of Bellary have bent the law to their will, and to their stacks of cash. The police and other authorities in the district are largely subservient to them. Again, while Bellary has the highest number of Mercedes cars per capita of any Indian city, I have not heard anyone speak of mine-owners having opened schools and hospitals for the poor. The one gift they are known to have made was of a crown of gold and diamonds (valued at Rs 45 crore) to the deity at the temple of Tirupathi, hoping no doubt that this would encourage the gods to overlook, or perhaps even endorse, their manifold transgressions of the law and of the moral code.                                                                                                                                                                                                                                                                                                                                                                                                             I should immediately correct myself. The Bellary mine-owners have made other and more substantial gifts, which are to political parties. It is widely believed that, in the last state elections in Karnataka, the campaign of the Bharatiya Janata Party was largely underwritten by them. When the BJP and its allies obtained a majority, the Bellary magnates were rewarded with three important posts in the cabinet. It is said that the Rashtriya Swayamsevak Sangh was less than pleased with these developments; they were worried about the taint of corruption, and suspicious of interlopers who had opportunistically joined the party. However, the RSS was overruled by the BJP, which was desperate to come to power in a southern state.                                                                                                                                                                                                                                                                                                                                                                                                             To be fair, while some mining lords are with the BJP, others have funded the Congress and even stood for elections under that party's banner. In fact, the three ministers from Bellary in the BJP government were close to, and possibly sponsored and promoted by, the late Congress chief minister of Andhra Pradesh, Y.S. Rajasekhara Reddy. At the same time, they remain close to, and have definitely been sponsored and promoted by, the leader of the Opposition in the Lok Sabha, Sushma Swaraj.                                                                                                                                                                                                                                                                                                                                                                                                             The less-than-salutary story of the Bellary mine lords is the subject of a documentary film currently being made by Paranjoy Guha Thakurta. Despite having lived for 20 years in that contaminating city, New Delhi, Guha Thakurta has retained his independence and integrity. An experienced and respected journalist, he has the added advantage — for the project at hand — of having made extensive studies of the social, political, and environmental impact of coal mining in eastern India.                                                                                                                                                                                                                                                                                                                                                                                                             Guha Thakurta was recently in Bangalore, after a spell of shooting in Bellary. According to him, the case of mining in Karnataka represents the first time that such close links have been forged between the worlds of crime, business, and politics. In the past, a Mumbai mastan occasionally fought and won an election; other mastans funded the odd politician. Letters from P. Chidambaram and CPI(Maoist) to Swami Agnivesh regarding the possibility of dialogue

[Ever since Operation Green Hunt was launched, there have been efforts by different sections of the civil society to enable a dialogue between the Indian government and the CPI(Maoist). Though several unsuccessful attempts for dialogue have been made, what is striking is that different government officials and ministers have continuously dismissed any positive response from the CPI(Maoist), as empty posturing or attempts to gain time for regrouping. In the midst of all this, Operation Green Hunt has of course continued, bringing misery to the lives of the people in the east-central forested regions of the country.
However, recently, a fresh initiative for peace and justice has come forth with attempts by Swami Agnivesh to bring both sides to the negotiation table. In this regard, the Home Minister P. Chidambaram had written a letter to Swami Agnivesh laying down the conditions from the government's side for the talks. Although the letter was supposedly confidential, it was leaked to the press, apparently from the home ministry, to seemingly portray a picture of sincerity on the part of the government.
It turns out that, more than a week back, the CPI (Maoist) had responded to this initiative by writing their own letter to Swami Agnivesh, which described the suitable conditions from their side for joining the talks. However, quite mysteriously, there was no discussion in the media regarding the Maoist response and there were rumours that the government was attempting to suppress it. With apprehensions that this initiative would also loose steam, the CPI (Maoist) letter has also now reached different sections of the media.
From the very inception of Operation Green Hunt, we have been continuously involved in various initiatives to end the armed offensive by the state. We have also tried to provide a platform for discussions regarding the possible negotiations between the State and CPI(Maoist). In continuation of this process, we are publishing here the two letters (i) written by the Home Minister to Swami Agnivesh (ii) written by the CPI(Maoist) representative to Swami Agnivesh, so that there is clarity regarding the issues involved in beginning the dialogue between the two sides. - Ed ]

Regarding the proposal for talks made by Mr. P. Chidambaram in his letter to Swami Agnivesh
Dear Swami Agniveshji,
We heard that you and other democratic intellectuals had gone on a peace march in Dantewada in the first week of May 2010 braving the disruption organized by the goons of the BJP and Congress. You might have realized how the state government and the Centre are determined to sabotage any attempt to bring peace to the region and to prevent anyone from making efforts in that direction. We appreciate the efforts of well-meaning intellectuals and social activists like you to bring peace to the region. We also appreciate the efforts made by you to convince the Union Government to come forward for a cease-fire and dialogue with our Party which had prompted the Union Home Minister to state the Government's position on the issue.
We had gone through the letter written to you by the Union Home Minister P. Chidambaram dated May 11, 2010 which mentions the Government's position on the peace process and its offer for talks with the CPI(Maoist). The essence of his letter is that "the CPI(Maoist) should announce they will abjure violence" and specify a date from which they will not indulge in violent activities; should "stop all violent activities" from that date for 72 hours, and that the security forces will not conduct any operations against the CPI(Maoist); that "talks" would begin "sometime during the period of 72 hours when there is no violence"; and that the CPI(Maoist) should "continue to maintain its position of no violence until the talks are concluded."
We had already stated publicly our Party's position on cease-fire and talks with the government several times in the past. We wish to reiterate our Party's position once again in light of the proposals made by Mr. Chidambaram in his letter sent to you.
Firstly we hold the opinion that the cease-fire should be mutual. You are well aware of the continuous persecution of ordinary innocent people by the security forces in all the regions where the latter are deployed as part of the Operation Green Hunt. Not a day passes without an incident of murder, rape, abduction, torture of the adivasis and destruction of their property or stealing their belongings by these so-called security forces. How can the people or the Party and its various wings get confidence that the Government is serious in its intent for peace when it allows its forces to indulge in heinous atrocities on innocent unarmed people, when the government itself allows the suspension of all basic democratic rights of the citizens and consigns their own Constitution to the dust-bin? In such a situation it is necessary on the part of the government to prove its seriousness regarding the peace process by first halting its operations against innocent unarmed people and unequivocally stating that it is ready to observe cease-fire simultaneously with the CPI(Maoist) starting with a specified date. The practical measure to really ensure peace is the declaration of mutual cease-fire for a definite period, say, 2 or 3 months, to start with. Insisting that the CPI(Maoist) should declare that it will abjure violence is an unsound and unreasonable proposal. It implies that the Maoists are indulging in violence while the Government and its security forces have been fighting for peace. The facts actually are vice versa.
It is the paramilitary, police, private vigilante gangs sponsored by the government that are unleashing violence on the people on an hourly basis and the people are compelled to retaliate for their own survival. The Party and the PLGA too are compelled to undertake counter-offensive operations in their self-defence and in defence of the people. Hence it is the Government that has to instill confidence among the people and the Party cadres about its seriousness by first halting its offensive operations and attacks on the people instead of asking the Maoists to unilaterally declare that they will abjure violence.
Even more amusing is the time period of 72 hours which means just nothing. Such a short period cannot prove the seriousness on either side. Even a minor incident on either side can be picked up to prove the violation by the other side. A relatively longer period is necessary if we wish to really bring peace. It is only after a period of peace and the creation of a conducive atmosphere that talks can be held. Our Party is very serious about bringing about peace especially at the present juncture when lakhs of adivasis had fled, and are fleeing, their homes; when lakhs of adivasis are facing chronic conditions of hunger and famine due to their ouster from their lands and forcible closure of the weekly bazaars by the police and administration; when the adivasis are haunted by the threat of death any day by the most savage paramilitary, police, SPOs and private vigilante gangs. One should not be swayed by victories and defeats at this critical juncture in the life of the adivasi community in our country but try to create conditions whereby their survival is ensured.
You are also aware of the difficulties involved for an underground party that is proscribed by the government to proceed for talks. Hence we had proposed the release of political prisoners from the jails. At the outset the Government can take the initiative to release at least some of our Party leaders so as to facilitate talks with them. Without referring to any of these proposals made by our Party, Mr. Chidambaram proposes that "talks will begin sometime during the period of 72 hours when there is no violence." He also says that he expects that the CPI(Maoist) will "continue to maintain its position of 'no violence' until the talks are concluded."
The above-mentioned proposal by Mr. Chidambaram, though it might appear apparently as genuine, actually lacks seriousness and is intended only to satisfy people like you who have been insisting on peace. His insistence on a 72-hour-period of peace on the part of the CPI (Maoist) and to hold talks during this period is like a joke. It only shows how Mr. Chidambaram lacks seriousness on the issue and wants to somehow complete the formality of talks, if at all they materialize, in order to satisfy the civil society. If the government is serious it should speak in terms of mutual cease-fire, for a longer period of time, and spell out the government's stand on fulfilling the minimum requisites like release of leaders and lifting the ban on the CPI(Maoist) and the mass organisations. Its duplicity is also seen in its hectic preparations for stepping up its brutal armed offensive even as it speaks the language of peace and talks. Do you really believe that Mr. Chidambaram is earnest in proposing for talks when there are reports of how the central government is equipping its forces with several more choppers and preparing the Indian Army too for the war on people?
To sum up, our Party desires peace sincerely in the interests of the lakhs of adivasis who are being cruelly crushed under the jack-boots of the forces sent by the Indian State and the people of our country at large. However, to ensure the establishment of peace there should be cease-fire or cessation of hostilities by both sides simultaneously instead of asking one side to abjure violence. If the government is really serious about reducing levels of violence then it should immediately lift the ban on the party and mass organisations so as to facilitate them to take up open forms of struggle. If the government is serious about holding talks it should initiate measures to release Party leaders as a prelude to the release of political prisoners and most importantly, it should stop all its efforts to escalate the war including the measure of calling back all the paramilitary forces deployed in the war zones.
Once again we appreciate the efforts made by you and many others who earnestly desire to bring peace.
We hope that you will pursue your mission of bringing peace taking into consideration the suggestions mentioned by us in this letter. We look forward to positive results for your well-meaning efforts.

Dear Swami Agniveshji,
I learned that you led a group of social activists on a peace march from Raipur to Dantewada between May 6-8 2010. I have also learned that you advocated a cessation of violence for 72 hrs "by either side before continuing the peace process". I congratulate you and thank you for your efforts.
While I respect your views and urge you to continue to help find a solution, I would like to clarify the Government's position for your kind consideration :
(1) The CPI(Maoist) should announce that they will abjure violence. To start with, they could say that they will not indulge in any violent activities beginning a specific date, say, June 1 2010. (This is only an example and it could be an earlier date too.)
(2) Once the announcement is made, the Central Government will consult the Chief Ministers of the affected States and prepare a response well before the specified date. The response will include an invitation to the CPI(Maoist) to hold talks.
(3) On the specified date (say, June 1), we would expect that the CPI(Maoist) will stop all violent activities. We would closely observe whether the CPI(Maoist) will maintain the position of "no violence" for 72 hours. It goes without saying that, during the said period of 72 hours, the security forces will not conduct any operations against the CPI(Maoist).
(4) It is our hope that talks will begin during the period of 72 hours when there is "no violence".
(5) Once the talk begins, we would expect that the CPI(Maoist) will continue to maintain its position of "no violence" until the talks are concluded.
I would appreciate if you could kindly keep the contents of this letter confidential. This is in line with what I told you when you met me a few days ago. However, I would encourage you to reach out to the CPI(Maoist) and persuade them to accept the Government's offer for talks, the sole condition being that the CPI(Maoist) should abjure violence.

Azad's Communication to Swami Agnivesh on Chidambaram's Offer for Talks

               
                        
Late at night on July 1-2, 2010 Cherukuri Rajkumar alias Azad, the CPI (Maoist) spokesperson, was killed in the Jogarpur forest area near Sarkapalli village in Andhra Pradesh's Adilabad district. Azad was shot dead by the Andhra Police.
According to an official of the Special Intelligence Branch (SIT), "We raided on a tip-off. About 25 Maoists were present there. The fire-fight started late in the night and ended at 3 am. Two persons were shot dead by police while the rest escaped. One of the dead has been identified as Cherukuri Rajkumar alias Azad, the CPI (Maoist) spokesperson. We did not know that he too was at the meeting."
"The other person has not been identified so far but is suspected to be Sahadev or Chandrana."
However, information reaching us is different. What we know from a reliable source, through e-mail, is this:
"Azad, whose last signed letter to Swami Agnivesh was recently circulated, has been killed. He has actually been killed in the process of getting the negotiations started. The details are as follows: Chidambaram, through Agnivesh, conveyed to the Maoists about three dates this month when the negotiations would be started. The dates were 10th, 20th and 30th July. The government asked the Maoists to respond to this by 3rd July. Azad had gone to Nagpur to get the final response from the leadership to this. He was picked up from there together with another comrade.
"Today their bodies have been found in Adilabad and the AP Police claims that it is an encounter death. "This is exactly what I was afraid about, that the government was just waiting to do something to scuttle any move towards negotiations. This is the AP model just being repeated again. The government first tried to suppress the Maoists' response, now they have killed the person who was actually working to get the negotiations started. Please publicise this... people should know that the government has no intention to move towards talks."
Incidentally, the man killed alongwith Azad was not Sahadev but Hemchandra Pandey alias Jitender, a CPI (Maoist) Zonal Committee member from Uttaranchal, and also a freelance journalist based in New Delhi.
We carry here Azad's communication to Swami Agnivesh on Chidambaram's offer for talks. He had clearly pointed out in it that Chidambaram's proposal "actually lacks seriousness" adding that he (the Union Home Minister) "wants to somehow complete the formality of talks, if at all they materialise, in order to satisfy the civil society".
Dr B.D. Sharma of the Bharat Jan Andolan, echoing Azad's view, said at a press conference on July 3, 2010: "We can understand how serious the state is about peace, when the person who could have initiated it on the Maoist side has been killed." —Editor

Social activist Swami Agnivesh had just returned on Friday evening after meeting Union Home Minister P Chidambaram , to demand a judicial inquiry into the death of top Maoist leader Cherukuri Rajkumar alias Azad in Adilabad district in Andhra Pradesh on July 2.
Chidambaram turned down Agnivesh's demand, saying that such a step could only be taken by the AP government.
Though Swami Agnivesh — best-known for his struggles to liberate bonded labour –looked calm, his words during an exclusive interview with Rediff.com's Onkar Singh betrayed his feelings.
You had a long meeting with Mr Chidambaram.
It certainly was not a long meeting. The meeting had been arranged with a purpose.
I asked that the central government should order a high-level probe into the killing of Azad as there were different versions about his death.
The government's version is that he was killed in an encounter. But the Maoists say this is not true. They contend that Azad was killed in a fake encounter.
What was Mr Chidambaram's response?
He said there was no question of ordering a probe at the Centre's level. This comes within the jurisdiction of the Andhra Pradesh government, he said.
Are you disappointed?
I would not say that I am disappointed, but I want a high level probe to clear the air about Azad's death.
Unfortunately, the home minister did not think that it would be prudent to order a probe.
You have gone on record that Azad's death was a setback. Did you mention this to Mr Chidambaram?
Yes, I told him about it. I also told him that the circumstances under which Azad was killed are shrouded in mystery. He sympathised with me, but ruled out the probe.
When did you assume the role of a peacemaker between the government and the Maoists?
On May 11, Chidambaram handed over a confidential letter in which he lauded my initiative to negotiate between the government and the Maoists.
In his letter, he said, and I quote him, 'I learned that you led a group of social activists on a peace march from Raipur to Dantewada between May 6-8, 2010. I have also learned that you advocated a cessation of violence for 72 hours by "either side before starting the peace process". I congratulate you and thank you for your efforts,' he said in his letter.
What was the response of the Maoists to the government's proposal?
The Maoists had not rejected the government's proposal outright, but in turn wanted to be sure that the cessation of hostilities should be mutual. This was the response of the Maoists after reading Chidambaram's letter.
In a signed statement, Azad, as the spokesperson of the Communist Party of India-Maoist, said that his organisation desires peace in the interest of the Adivasis, who were being cruelly crushed.
He also asked me to go ahead with my well-meant mission.
Have you ever met Azad in person?
No.
Did the Maoists say that it was possible for them to cease hostilities for 72 hours?
Chidambaram wanted the process to begin within a given time frame. Azad issued the signed statement on May 31, 2010, but it was delivered to me only on June 7. The proposal to which Azad reacted was not my proposal, but that of Chidambaram.
He was killed on July 2, 2010. In their response, the Maoists had asked the government to take some confidence building measures.
What were those measures?
If you can get the copy of the statement, you can read for yourself. That is why I say that there is still a ray of hope.
Chidambaram insisted that before the Maoists come forward for talks, they must abjure violence.
Do you condemn the violence by the Maoists?
I condemn any kind of violence, which is either committed by the government or the Maoists or terrorists. Killing of anyone needs to be condemned.
We cannot differentiate between the violence committed by government forces or the Maoists.
Violence is violence, no matter who executes it. Killing is killing. It means loss of human life, and that has to be condemned by all right thinking people.
The home minister has many times asked civil society to condemn the killings committed by the Maoists. Do you agree with Mr Chidambaram?
Of course, I agree with him on this count. As I have said, a killing is a killing. Loss of human life needs to be condemned.
Of late, some leading political parties, including the government at the Centre, feels the time has come to deal with the Maoists firmly.
Nowhere in the world has the problem of violence by terrorists or groups like Maoists been solved by using the power of the gun. It could not be done in case of Kashmir . If the problem has to be sorted out, then you have to hold talks.
Will you continue your peace efforts?
I have a mission in life: Co-existence with peace, tranquility and harmony. I have dedicated my whole life to this cause. And there would be no let-up even this time.
I will continue my efforts for peace, till my last breath.

Unexpected Hiatus

Apologies to my readers for having been quiet this past month. I've spent most of the summer studying for the dreaded comprehensive exams and had expected that my blogging would be light.
Unfortunately I also broke my right arm last month which has made writing (at least writing with caps) nearly impossible. It's pretty much healed and I'll resume regular blogging later this week. Check back soon….

Decentralised Insurgency and 'Rogue' Elements

It seems increasingly likely that Naxalites were involved in the recent train derailment. The most plausible explanation is that 'rogue' elements loosely ties to the CPI(Maoist) were responsible. The party central committee, recognising the public relations disaster caused by the murder of over a hundred civilians has promised to crack down:
The Maoists have denied responsibility for the incident and blamed the sabotage on the ruling Marxists.
But now they have indicated that they would punish leaders of the local militia if they were found to be behind the attack.
"Anybody, even if they are found close to us, will be punished if their involvement is proved beyond doubt," Comrade Akaash said.
Kudos to Shlok over at Naxalite Rage for predicting this possibility far sooner than I did. His post can be found here.
To me this is extremely plausible as one of the strengths of the Maoist movement has been decentralised structure. This has enabled flexibility in tactics and resilience against state repression. On the other hand, decentralisation has its drawbacks to an insurgency as this attack has demonstrated.

The Plot Thickens….

The more I think about it, the more I believe that the Naxalites were not responsible for the recent train derailment. It contradicts their modus operandi. They do not do terrorism. And they have denied responsibility. Even when they fuck up, they admit responsibility. For example, the destruction of a bus in Chhattisgarh which killed scores of civilians was caused by the CPI(Maoist). They admitted responsibility and apologised. They're hardly angels, but this is not they way they operate. They're far more tactically clever than this.
The railway minister is now claiming it was a 'conspiracy'. Yes, Mamata has an agenda as the head of the Trinamool Congress. And her hands are hardly clean. But, something about this doesn't smell right. Feel free to tell me I'm an idiot.

Terrorism?

Reports are coming in that a train derailment in West Bengal that killed at least 15 people was caused by a Maoist bomb which destroyed the tracks. This seems to be a plausible possibility. The derailment happened in West Midnapore, an area which was briefly 'liberated' by the rebels late last year.
If this was in fact the Maoists, it represents a potentially disturbing turn towards terrorist tactics. The question is whether it was a deliberate attempt to derail a civilian passenger train. If it was, the Naxalites are not doing themselves any favours.
UPDATE: The death toll from yesterdays attack is now at 71 and continues to rise. While early reports suggested that the train was derailed as a result of a Maoist bomb, it now seems clear that it was the result of track sabotage.
While the Maoists are brutal, they have largely avoided the use of terrorist tactics. The recent attack against a civilian bus in Chhattisgarh, for example, targeted security forces. The civilians were 'collateral damage'.
There is a strange idea circulating in India that while the Naxalites may have once been honourable and idealistically guided rebels, they have now became a nihilistic criminal gang. I've recently been reading documents and newspaper reports from the early days of the Naxalite movement in West Bengal during the late 1960s and early 1970s. The level of brutality inherent in their 'strategy of annihilation' as well as the thuggishness and terrorism of their lumpen street fighters in Calcutta suggests that this story is nothing more than a convenient myth.
The state was partially able to crush the early Maoist movement because their brutality had alienated the vast majority of the population. Today's Naxalites have learned their lessons from the past. That is why actions such as this are surprising.
UPDATE 2: The CPI(Maoist) has denied involvement in the train derailment. I tend to believe them. The death toll has now surpassed 100.
UPDATE 3: The Indian Express is reporting that the People's Committee Against Police Attrocities has claimed responsibility. If this is true, it raises questions of how autonomous the PCPA is from the CPI(Maoist). The links between the two groups have been taken as a given- are they nothing more than a front for the Naxalites? This is unclear.

Economics of War

Here are a couple of good articles on the economic consequences of the Maoist insurgency:
Shanthie Mariet D'Souza and Bibhu Prasad Routray provide a summary of the estimated income that the Naxalites bring in through 'taxation'. The numbers (if correct) are startling and paint a picture of a wealthy insurgency capable of raising enough funds to procure significant quantities of armaments.
Robert Cutler (currently a fellow at Carleton University) analyses the effect that the insurgency may have on the future macro-economic prospects of India. This is an issue which (as far as I'm aware) has not been examined before. His argument is, basically, that while the insurgency has not directly affected the overall growth of the country, the fact that the insurgency is occuring in a mineral rich area of the country is indirectly preventing optimal growth rates.
Additionally he claims that if the insurgency continues, it will continue to have a destabilising effect on the country. This may be noticed by investors.
I'm not sure I agree with all of Robert Cutler's arguments, but it is worth a read. I think I'll get in touch with him.

Upping the Ante

Earlier this week the Naxalites blew up a commercial bus travelling in Dantewara, killing around 50 people. Traveling aboard the civilian carrier were around 20 so-called Special Police Officers (SPOs). These are local tribals empowered as temporary constables to combat the Maoists. While they are valued for their local knowledge, they have also been criticised for child soldiers, inadequate training and their use as little more than cannon fodder by the CRPF.
While the Maoists have engendered a great deal of )understandable) outrage from their killing of dozens of non-combatants, the use of civilian transport by paramilitary forces engaged in a counterinsurgency is negligent at best and criminal at worst. More to the point, it is indicative of the lax discipline and poor tactical planning on the part of the government.
A little over a day later the Maoists, this time in West Bengal, carried out another landmine attack that killed 4 CRPF personnel. Today, in Bihar (a state only moderately affected by the insurgency) derailed a train transporting fuel and then proceeded to torch the carriages.
The relentless attacks by the Maoists and myriad failures by state forces has revealed not only problem inherent in Green Hunt, but also the serious divisions in the government over how best to deal with the insurgency.
The government is undertaking a review of its policies with Chidambaram pushing for a greater mandate. He is echoing the demand made by some state ministers for the deployment of the IAF.  From the Indian Express:
Chidambaram said he would ask the Cabinet Committee on Security for a "larger mandate" — an apparent reference to approval of air support for ground operations — for the Home Ministry in dealing with Naxalites. "The security forces, the Chief Ministers want it (air support). The Chief Ministers of (West) Bengal, Andhra Pradesh, Maharashtra, Chhattisgarh, Orissa have all asked for air support," Chidambaram said, speaking on the day Naxalites blew up a bus in Dantewada district of Chhattisgarh, killing at least 35 people, mostly civilians.
While the Home Minister has claimed that the IAF would be used for transportation and surveillance, rather than aerial bombardment, it is not at all clear why the currently deployed helicopters from the BSF's air wing are inadequate for the task.
Use of the air force would engage the Indian armed forces in a battle which they are neither trained nor structured for. The armed forces have been prepared and equipped for conventional warfare between neighbouring states, not for precision attacks within their own borders. It is not at all surprising that the leadership of the IAF is opposed to such involvement.
Up until now, Green Hunt is a failure. It is premised on an uncertain blend of massive manpower and the funneling of development assistance to the affected states. The government's response has been incompetent and inconsistent. The Maoists, on the other hand, have used the opportunities created by the presence of so many additional security forces to lethal effect.

Operation Green Hunt Updates

Things have been relatively quiet since the April attack which killed 76 paramilitary members. Both sides were likely taking stock of the situation. Things are once again heating up. Here are a few of the latest developments:
Security forces have ambushed a party of Maoists in Orissa. While it is difficult to verify body counts (as the Naxalites remove their dead), the government is claiming to have killed at least a dozen rebels and suffered no casualties. The interesting thing is that the Greyhound forces, Andhra Pradesh's much lauded anti-Naxalite force, has been involved. This suggests a level of cross-border collaboration which has been largely absent in the past.
The Maoists inflicted their first significant casualties since early April. An IED on one Chhattisgarh's busiest highways killed 8 paramilitaries riding in an armoured vehicle. Apparently the explosive device had been planted months earlier once again demonstrating the discipline and patience of the rebels.
Continuing the field dominance approach of Operation Green Hunt, Delhi has promised to send even more paramilitary units to West Bengal this month. If anyone has current numbers on deployment in the Red Corridor, I'd be grateful if you could send them on to me.
Finally, the Maoists have threatened to kill Congress Party members in Jharkhand. Notably, neither BJP nor JMM politicians have been targeted.

When all you have is a hammer…

everything looks like a nail. Earlier this week, India's home ministry threatened to prosecute intellectuals and civil society groups who help 'spread' the Naxalites ideology. This rather draconian threat has been heavily criticised  domestically and internationally. According to Human Rights Watch:
"The Indian government should think twice before trying to silence political discussion and demanding endorsement of its views on Maoist groups," said Brad Adams, Asia director at Human Rights Watch. "The recent views expressed by the Indian government against so-called sympathizers could be understood as carte blanche by local authorities to harass and arrest critics of Indian government policy."
In order to help prevent the 'spread' of Maoist ideology, the home ministry has threatened to prosecute so-called violators under the 1967 Unlawful Activities (Prevention) Act. It is not at all clear what would entail 'spreading' Maoist ideology. The term is so nebulous and meaningless that it could apply to individuals and groups who provide no material support (or are not even sympathetic to) the Maoists, but are critical of the government's actions.
The Director General of Police in Chhattisgarh has been considering whether to lay charges against Arundhati Roy for her piece in Outlook India.  If history is any guide, it is very unlikely that Roy will be prosecuted for her work. Rather, the threat is better read as a green-light to security agencies operating in the Red Corridor to go after local journalists and NGOs.
The 2005 Chhattisgarh Special Security Act is a draconian law that has made it virtually illegal to meet with or write about the Maoists in that state. To date it has never been used against a foreign or Delhi-based individual. In fact, I was in Chhattisgarh in 2008 doing some research. In spite of having clearly violated provisions in the law, I was actively assisted by local politicians and security personnel. The law has been used to ban small NGOs and detain local journalists and activists such as Binyak Sen. The goal of the act is to provide a chilling effect on the local population as a means of allowing the government to behave with minimum scrutiny and accountability. This latest threat by the home ministry has the same purpose.
It is true that there is a segment of the urban intelligentsia that has been guilty of romanticising the Naxalite rebel. This is inevitable in a vibrant democracy. The irony is that there is a very real nexus between the Maoists elements of the political and business classes in the Red Corridor. This nexus is the result of shared material and political interests between the various groups. Threatening journalists and writers will do nothing to address the region's real problems.

The Fire Last Time

        article by Megha Baree on the Forbes website. She is the daughter of a Calcutta-based businessman who had to flee the city because of Naxalite violence during the late 1960s.  It was a particular brutal time:
Every day he and his colleagues would meet at a different spot in the city and be escorted by the police, in a convoy, to the factory. One day a colleague who usually traveled with Avinash in his car, fed up with it all, called a taxi to go home early. The cab had barely exited the 10-acre factory compound when it was attacked, and he was knifed to death. "He had six children," Avinash remembers. "I had to tell his wife. She never forgave me." While they were at the funeral two men on motorcycles drove by and threw crude bombs filled with nails at them.
The Naxalites of 1968 were a very different breed than the Naxalites of the 21st century. It was a movement made up largely of students, intellectuals and the working class. In the heady days of 1968 the rebels thought, with the support of China, they could quickly overthrow the state through insurrection and the 'annihlation of class enemies'. They were wrong. Their brutality engendered a backlash and a viscious state response that virtually decimated the party.
The survivors learned their lesson. Rather than dramatic urban action, they would slowly cultivate support and control in isolated rural areas. It is a much smarter strategy.

Imitation is the Highest Form of Flattery

UPDATE: Mr. Mani's plagarised article at openDemocracy has been pulled by their editorial team. I sent an email complaining late last week. The editors at the publication acted in a timely and professional manner. The surprising thing to me is that Mr. Mani thought he might be able to get away with it. I mean, really? The on-line world of those interested in Naxalism is pretty small. We mostly know each other. It's not as if the piece was about Israel-Palestine.
In either case, thanks to those who brought this to my attention.
I just stumbled upon this piece from Opinion Asia by Rakesh Mani. Mr. Mani is, according to the site, a Bombay-based Teach for India Fellow. Somewhat unsurprisingly I couldn't agree with him more. Perhaps this has something to do with the uncanny resemblance that his article has to a piece I wrote for Pragati's April issue.
The similarities are truly extraordinary. For example, Mr. Mani writes:
The fatal flaw of Operation Green Hunt and of the government's general approach to the Naxalite issue is that they are rooted in the culture of brutal repression and top-down development. What makes the Naxalites attractive is that they can conjure up an alternate vision of the future. Their future fights the entire superstructure that has historically bred poverty, alienation and displacement in the tribal belt.
Contrast this with what I wrote back in March:
This is the fatal flaw of Green Hunt. It is rooted in the two approaches that have always coloured the state's interaction with the adivasis: repression and top-down development. The Naxalites are able to articulate an alternative vision. Theirs represents a complete rejection of a framework that has done little more than breed poverty and alienation in the tribal heartland. The only way that the government can demonstrate the poverty of the Naxalite vision is by giving the adivasis a real stake in the governance of democratic India.
When I first read Mr. Mani's post, I must admit that I was slightly annoyed and had even thought of sending a nasty little missive to Opinion Asia. Then, after some thought, I realised that I should feel happy rather than offended. After all, it isn't often that you stumble on a thinker whose thoughts are so similar ones own that you could have even written their article for them!
So, Mr. Mani, I look forward to any of your future contributions to the debate on Naxalism. I should have a few more articles published this summer. Feel free to take a look.
