Bharat Mukti Morcha and Rashtriya Mulnivasi Sangh demonstrated on District and SD headquarter countrywide last day Protesting the Economic Ethnic Cleansing of Mulnivasi Aboriginal Indigenous Communities. In many places, specially in Mumbai hundreds of activists were detained. In Bengal also, Demonstrations were successful. But Ambedkarites led by Mulnivasi Bamcef adopting agitational Programme against the Economic Reforms, Exclusion, Inequality, Injustice, Torture, LPG Mafia raj, Deportation, Displacement have not made headlines!

Colonel Barves called me this afternoon and we discussed the grounreports from every corner of the country. We agreed that the so much so hyped INCLUSION is in fact EXCLUSION to keep us Starved. Food Insecurty is always Man Made Calamity. Even the most Grave Famines of History in China and Bengal do root in Colonial System prevalent them but the Economists like Dr Amartya Sen NEVER does mention the fact. In India, Colonial set up has always been defended by the Ruling Brahaminical hegemony to starve the Black Untouchables. Hindi Writer PREMCHAND used to say it MAHAJANI Vyvastha. The Manusmriti Rule Post Modern sustained the Mahajani system which is based on Indian Brahaminical Caste System. Imperialism and Colonialism are not enough to explain Indian Reality of Food Insecurity. The Governement of India Incs cares for only the Ruling Class, Super RICH, security Forces and Government Employees. Which makes a MICRO Minority Brahaminical Class only while NON Brahamin NINETY Percent population has to suffer intense FOOD Insecurity. I opined that the Mulnivasi agenda of demonstration lacks two Vital Points one is AFSA and second being UNIQUE Identity Number. There may be Political Will but political will alone may not solve Problems until you have got the Vision with the understanding of History and economics. Unfortuantely,ourleaders have NOT that vison as Dr BR Ambedkar had. have we to wait for yet another Ambedkar for our Salvation. Retail FDI with continuoous  foreign capital Inflow, Destruction of agriculture and Indigenous aboriginal Production system and viability of unskilled labour have made us Helpless Prey for Self Destruction as we may not RISE against the system.Educated lot, specifically the Intelligentsia have been co opted in the Ruling Class. Governemnet Employees and those inrganised sector are quite happy with Pay Package and perks. They may not RISK their status at any cost. Parliamentary system itself has become the largest brain drain for Co Option. Who would save us then?

Economic exclusion and poverty in Asia

The example of castes in India
Exclusion on the basis of race, religion, and ethnicity exists in many nations under diverse social, economic, and political systems. Such exclusion is a problem in several countries in Asia. And while many Asian countries—such as China, India, Japan, Malaysia, Nepal, and Pakistan— have developed equal opportunity policies to overcome economic discrimination, the nature of both market and nonmarket discrimination is still not well-understood, and neither are its direct and indirect effects on poverty. The limited number of studies on exclusion in Asia has affected the development of appropriate policies to overcome discrimination and its impact on poverty.
This brief presents the argument that market- and nonmarket-related forms of discrimination directly affect poverty but also exacerbate it indirectly by reducing growth. The brief highlights the need for socially inclusive policies; offers an analysis of the consequences of discrimination through the historical example of scheduled castes in India; and indicates potential policy options to redress exclusion and its effects.

However,the government has asked the corporate India to file quarterly report on number of jobs they have created for SCs, STs and other weaker sections, even as industry expressed its inability to reserve jobs for them. "They (government) want quarterly report to be submitted to the Department of Industrial Policy and Promotion in the industry ministry," industry sources said.

Earlier, India Inc was required to file such reports annually. Reserving jobs in private sector or affirmative action was part of the national Common Minimum Programme of UPA-I. At present, the law provides for reservation for Scheduled Castes and Scheduled Tribes, among others, in government and public sector jobs, besides quota in education.
Prime Minister''s Office, had last month called a meeting of industry chambers, including CII, Ficci and Assocham, to discuss if they would ask their members to reserve five per cent jobs for the disadvantaged sections. "Our stand is that there should not be any statutory reservation in the private sector but simultaneously the private sector''s responsibility is to fulfil commitment that has been given to the government in writing," an industrial official who participated in the meeting said.

During the meeting, the industry said it would be "voluntarily implementing" the inclusive growth by giving preference to SC\ST candidates up to the managerial level posts. Finding it difficult to enforce employment quota in private sector, the DIPP had asked CII, Ficci and Assocham to consider giving five per cent of the jobs to weaker sections wherever fiscal incentives are given.

Industry gets a variety of fiscal sops which include export related duty credit, area specific income tax exemptions which are also extended on R&D budget of companies. The industry on it part claims that it has several initiatives for training and employment of the SCs and STs from the weaker sections of the society.

The CII has come out with several reports showing that quite a few of its member organisations have been working on affirmative action.

One of the big-ticket reforms held off for long is set to materialise with the Prime Minister's Office (PMO) giving an in-principle nod for allowing FDI in multi-brand retail, highly placed sources with knowledge of the matter said. The move would be a game changer in Indian retailing space, with international players like Wal-Mart, Careffour and Tesco, among others eager to seize the initiative as and when the sector is thrown open to FDI.
Sources said consultation paper put out by the department of industrial policy and promotion (DIPP)—the nodal FDI policymaker—that suggested opening up of retail in phases has already got support from key wings of the government like the finance ministry and department of consumer affairs. Once DIPP gets the nod of UPA chairperson Sonia Gandhi—which is expected soon given the PMO gesture—it will move a Cabinet note in this regard, officials involved in the policy-making process said.

Shri Arjun Kumar Sengupta (10 June 1937 – 26 September 2010) was an Indian politician who was a Member of the Parliament of India, representing West Bengal in the Rajya Sabha from 2006 until his death.[1]

Sengupta was born in Kolkata. After finishing his high schooling at Mitra Institution in Bhawanipur, Kolkata, he graduated from the Presidency College then affiliated with the University of Calcutta, Kolkata and later, took a doctorate from the Massachusetts Institute of Technology (MIT), USA[2][3].

He was Special Secretary to the Prime Minister of India from 1981 to 1984, Executive Director and Special Advisor to the Managing Director of the International Monetary Fund from 1985 to 1990, and then Ambassador of India to the European Union from 1990 to 1993. He was a Member and Member Secretary of the Indian Government's Planning Commission, with the rank of Minister of State, from 1993 to 1998, and in August 2005 he was elected to the Rajya Sabha.[1]

    Emerging economies can expand at a "reasonable pace" in the next four to five years even if growth in developed nations is moderate, Planning Commission Deputy Chairman Montek Singh Ahluwalia said.

    India's economy is forecast to grow by 8.5 per cent this year, he said in his keynote address at the World Capital Markets Symposium organised by Malaysia's Securities Commission today.

    However, he expressed the hope that India's GDP growth rate will go up to 9 per cent in the near future.

    He said developing countries will be able to maintain strong economic growth rates, even though the primary drivers have slowed down.

    Ahluwalia also noted that India needed to pump in a lot more into its infrastructure development programme.

    Commenting on the state of the world economy, the Planning Commission Deputy Chairman said that growth was anaemic and there were fears of a global slowdown.

    He noted that growth in the US, the world's biggest economy, has been sputtering, but emerging markets were doing well.

    India wants US to allow high-end weapons technology tie-ups

    WASHINGTON: Keen to diversify its weapons procurement sourcing, India has told US to ease its export control restrictions to allow high-end weapons technology tie-ups between the two nations.


    Saying that export control restrictions were a "matter of concern", the Defence Minister A K Antony beginning his crucial visit here said, "we want an early solution to that (export control restriction)."


    With the transfer of weapons technology and sale of American armament systems and platforms high on his agenda, Antony, ahead of his talks with top Pentagon officials here said India now wants to transform its military-to-military relationship from a buyer-seller to co-production and joint production of armament systems.


    India which was dependent on Russian technology and armaments in the Cold War era has recently sought to diversify its weapons purchases and concluded multi billion dollar deals with the US to purchase weapon locating radars, giant transport aircraft, new technology long-range naval surveillance planes and giant warships.


    US has expressed its readiness to sell India high-end weapons technology, but Congressional export control restrictions are coming in the way of sale of frontline weapon systems.


    Referring to these restrictions, Antony, heading a high-level defence delegation comprising top officials from his ministry and high ranking officers from the three services told reporters on arrival, "Both countries have a stake in strengthening military ties."


    On procurements, the Defence Minister said that the defence sales had increased steadily in high technology areas. "Many are in the pipeline... some through multi-vendor routes, many more would come."


    In the course of his stay here, Antony would hold wide-ranging talks with Defence Secretary Robert Gates, Secretary of State Hillary Clinton and National Security Advisor Gen (Retd) James Jones.


    Echoing sentiments expressed by Antony, the US Defence Secretary has said that Washington is keen to strengthen and expand America's military-to-military ties with India.


    On India's concerns over restrictions on export of high technology items, Gates said that this was high on the agenda and we would like to see these restrictions removed.



    In the last few years Sengupta's rich body of work has significantly influenced India's policy-making, particularly in the areas of poverty, food management and social security for unorganised sector workers.

    Sengupta, who has had a very distinguished and multi-faceted career as an academician, economic policy administrator, diplomat and a parliamentarian, will perhaps be best remembered for his seminal work on estimates of poverty in India.

    National Commission for Enterprises in the Unorganised Sector, which he chaired, estimated that 836 million people – about 77 per cent of the population—of India were "poor and vulnerable" and survived on R20 or less per day.

    The Sengupta Commission report forms a core component of the debate on the proposed Food Security Bill that the government plans to introduce.

    A PhD from MIT and an M.A. in Economics from the Calcutta University, Sengupta has also had distinguished academic career. He has taught at the Delhi School of Economics, London School of Economics and The Institute of Social Studies, The Hague among others.

    Vice-President Hamid Ansari said "Sengupta report on the unorganised sector is a guiding force to provide minimum social security for all unorganised workers."

    Amit Mitra, secretary general, FICCI said Sengupta would always be remembered for his "path-breaking report on the informal sector of India."

    Former director of Indian Council for Research in International Economic Relations Rajiv Kumar said Sengupta's work was not restricted to just the Indian economy.

    "He was also a tall international policy maker. His work on Latin America which included handling the public debt of that area is seminal," Kumar said.

    US to focus on business in tier II, III cities: Sanchez

    With Indo-US bilateral trade poised to touch the $50-billion mark, the United States is keen to tap business opportunities emanating from Tier II and III cities which are not yet on the world radar, a senior US Government official said.

    "Business people from all over the world come to Mumbai, Delhi and other important cities throughout India. But we want American business to be the first to come to Pune, Nagpur and any other city that is not on the world radar yet," US Under Secretary of Commerce for International Trade, Francisco J Sanchez, told reporters here on Monday.

    Sanchez is here on a three-day trade policy trip and will inaugurate the Growth in Emerging Metropolitan Sectors (GEMS) conference in Pune tomorrow. This visit is ahead of US President Barack Obama's visit to India in November.

    The International Trade Administration's new GEMS will focus on building commercial ties between the US and India's emerging cities.

    "In implementing President Obama's National Export initiative, we hope that India and the US will reap the rewards of increased trade and investment in terms of job creation and an improved standard of living," Sanchez said.

    While there is an immense opportunity for the US across sectors, Sanchez said that infrastructure and energy provided a tremendous business potential.

    "Infrastructure provides tremendous business opportunity as the US has great expertise, products and services. The second area which provides good opportunity is the energy sector and within energy, the alternative energy segment has a tremendous potential for growth," he said.

    When asked the US' take on India's plan to introduce a civil liability clause in the nuclear bill, he said the US Government and business community is pleased that the sub-continent is focused on the civil liability issue.

    "However, there are concerns on how it is structured and it provides too much uncertainty for many parts of our civil nuclear sector. I think we would like see more work done on the issue to provide certainty for the civil nuclear sector," he said, adding "uncertainty here means when there is concern about unlimited liability."

    Asked about visa restrictions (H1 visa) imposed by America, Sanchez said in any important mature relationship there will be disagreement and conflict. "How we manage these tensions is very important," he said.

    Arjun Sengupta report:836 million Indians live on less than Rs 20 a day

    An overwhelming 836 million people in India live on a per capita consumption of less than Rs 20 a day, according to the findings of the Arjun Sengupta report on the Conditions of Work and Promotion of Livelihood in the Unorganised Sector. The report is based on government data for the period between 1993-94 and 2004-05.
    While the numbers rose by a staggering 100 million, the numbers of the new rich has also grown by 93 million. "Our survey is very scientific. The other poverty estimates looked at the absolute poor only but we look at different categories of poor," Chairman, National Commission for Enterprises in Unorganised Sector, Arjun Sengupta said.So, who are the ones who have actually benefitted from the boom in the economic growth of the country?

    The middle class and the rich grew from 162 million to 253 million while the neo rich of 91 million. The middle class grew from 15.5 per cent to 19.3 per cent but the extreme poor have also benefited (274 to 237 million) – 43 million of them to be precise. Their per capita consumption has gone up from Rs 9 to Rs 12."The rich tend to hide their consumption. So if you account for that, they are actually richer than the report reflects. This again reflects the fact that the gap between the rich and poor is even wider," Sengupta explained.

    One is classified as absolutely poor if the per capita consumption is less than Rs 9 a day. However, if the per capita consumption is Rs 13 a day, then the individual is above the poverty line. So, the definitions of poverty are sometimes difficult to understand.The justification for economic reforms was supposed to be the trickle down effect but for those who live in trying conditions 10 years of economic reforms seems to have made little difference. Is it any wonder that those leaders who are seen to be reformers can never win the popular vote?

    Billions needed to stop starving

    Investment in agriculture must rise by some 40 billion dollars a year in the Asia-Pacific region to keep hunger at bay in coming decades, a senior UN food agency official said Monday.

    Hiroyuki Konuma, assistant regional chief of the Food and Agriculture Organisation (FAO), was addressing a conference of officials and experts from 44 countries on improving food security.
    "The present situation of high food prices and increased numbers of hungry people are the result of the low priority given to agriculture in the last three decades," an FAO statement quoted Konuma as telling the five-day gathering in South Korea's southeastern city of Gyeongju.
    International wheat prices have soared 60-80 percent since July, the FAO says, while maize rose about 40 percent in the same period.
    Konuma said the food crisis had encouraged developed countries and international financial institutions to support increased investment in agriculture, but this was still inadequate.
    "To meet the food requirements in 2050, 120 billion dollars needs to be invested in the agriculture sector annually in Asia and the Pacific Region," Konuma said.
    "The present level of investment, both from the public and private sector, is estimated at 80 billion dollars." The share of official development aid devoted to agriculture fell from 20 percent in 1979 to 5 percent in 2007, he said.
    Konuma said there were serious challenges to achieving regional food security, including crop productivity, the impact of climate change, natural disasters and high and unstable food prices.
    Governments and international organisations would need to take "courageous steps" to encourage investment in agricultural infrastructure, he said, and the poorest people would need food safety nets.
    The FAO in a weekend statement said the Asia-Pacific region was falling behind in tackling hunger and food security.
    Asia, the source of much of the world's new food demand, was also home to 578 million undernourished people, about two thirds of the world's hungry.

    Assocham questions govt claim on moderation of food inflation

    "The steady trend of food inflation rising above the WPI level exposed some fundamental defects in the production, storage and marketing of foodgrains and other food material especially vegetables and fruits," the chamber said in a paper, 'Supply chains and FDI in large retail'.
       
    Food inflation was hovering at over 15 per cent for the week ended September 11 and prices of cereals, select vegetables and milk kept pressure on the supply chain.
       
    Assocham said food inflation graph continued to be at higher level than the overall price rise since 2007, despite government assurances that their rates would moderate.
       
    "This widening gap (between food and general inflation) does not create any confidence in the government's claim that food prices would moderate in any way in the coming months," it said.
       
    Planning Commission Deputy Chairman Montek Singh Ahluwalia said recently that prices would start declining and food inflation would come down to 6 per cent by December end.
       
    Referring to the problem of storage, the chamber said that with kharif harvest about to arrive in the market from next week, the problem of storage will aggravate.
       
    "There is a grave concern at the inevitable prospects of more food stocks lying in the open," Assocham Secretary General D S Rawat said.
       
    Rawat said that to deal with such problems, government should promote entry of large private sector retail stores that should draw their supplies directly from the farm reducing the burden of the farmers in bagging and transporting their produce to the mandi.
       
    These chains would reduce considerably the waste of perishable farm produce which is estimated to be 35 per cent and above, he added.

    Proper storage of grain needed for food security, says expert

    PANAJI: Popularly known as father of green revolution in India, M S Swaminathan, felt India has to provide at least 50 grain storages across the country of one million tonne capacity each for the successful implementation of the Right to Food Security Act.

    "We require at least 50 grain storages across India that can contain one million tonne of grains each. For the success of this project, by whatever name it is called, it is important to have enough food in the neighbourhood so that we make food a legal right, just like education and information," the Rajya Sabha member said while speaking at the CSIR foundation day programme at the National Institute of Oceanography (NIO) at Dona Paula on Sunday.

    The Padmavibhushan awardee - speaking on 'Safeguarding National Food Security in an Era of Climate Change' - said the Right to Food Security Act envisaged by the government of India can only be implemented if there is enough food.

    "There are 16 million tonnes of rice and wheat available with the government. India also has the world's largest public distribution system with a network of over two lakh fair price shops across the country, but storage of grains needs to be improved for it to reach all the people," Swaminathan said.

    In the eyes of the founder and chairman of the MS Swaminathan Research Foundation, climate change could result in a threat to agriculture, food, water security and loss of livelihood. Even one degree Celsius rise in mean temperature, he said, will affect wheat yield because of reduction in duration and grain weight.

    He said that the problem arises with regards to access and absorption of food grains in India.

    "For one, the purchasing power of the people is not adequate and natural calamities around the world make the prices of food grains volatile. We need to focus on food grown by our own farmers as it insulates our poor as they grow their own food and the country remains unaffected by volatility, caused by happenings around the world," said Swaminathan, who revolutionized wheat production in the country by introducing and further developing high yielding varieties.

    He said the country should also take care of non-food factors such as sanitation and health care so that the food absorbed is not lost due to illnesses such as dysentery.

    The founder and chairman of the M S Swaminathan Research Foundation, said that awareness about nutrition should be brought out from the bottom of the social pyramid upwards and not the other way round.

    Swaminathan said milk, fish and horticultural products are essential nutrition for the population and Goa is fortunate to have a large amount of land under horticulture.

    Chronic under-nutrition among women decreased in Bihar and Orissa
    The urban food security situation has deteriorated in Andhra Pradesh, Assam, Gujarat, Haryana, Karnakata and Madhya Pradesh, while Punjab showed a marginal worsening till 2006, says a Report on the State of Food Insecurity in Urban India released here on Friday by Union Urban Development Minister Jaipal Reddy.
    "Indicators such as the percentage of anaemia amongst women and children, the percentage of women with chronic energy deficiency and the percentage of children stunted or wasting, worsened for India as a whole and for a number of States between 1998-2000 and 2004-06,'' the report said.
    Chronic under-nutrition among women significantly increased in Andhra Pradesh, Assam, Gujarat, Haryana, Karnataka, Madhya Pradesh, Rajasthan and Tamil Nadu. It however, improved in poorer States such as Bihar and Orissa. The period of economic reforms and high GDP growth has not seen a clear improvement in urban food security across all States, the report points out.
    "Taking into account the fact that urban inequality has worsened since 1991, the implications for the food security status of the urban poor or slum dwellers are worrying to say the least,'' said the report prepared jointly by the M.S. Swaminathan Research Foundation and the World Food Programme. Mr. Reddy presented the first copy of the report to Rajya Sabha member Mabel Rebello.
    At the same time, it points out that urban food security improved in Bihar, Kerala, Orissa, Rajasthan, Uttar Pradesh and West Bengal. The improvement has been marginal in Tamil Nadu and Maharashtra.
    The three States that have seen a spate of farmers suicides in the decade from 2000 —Maharashtra, Andhra Pradesh and Karnataka — find themselves in the category where urban food insecurity has worsened between 1998-2000 and 2004-06.
    Significantly, the report, that has covered 18 States, singles out Uttar Pradesh for dramatic improvement and suggests it is worth exploring. Other States with poor indicators earlier such as Bihar, Orissa, Madhya Pradesh and Rajasthan have made significant improvements in their urban food security status.
    The report suggests targeted interventions to improve employment opportunities so as to enhance access to food. It also suggests improved access to safe drinking water and sanitation as a key to addressing the issue of food absorption and, above all, strengthening of the Public Distribution System.

    Gandhiji's dream

    M.S. Swaminathan hoped that the proposed Right to Food Act would fulfil Gandhiji's hope for the country's poor to get food with dignity. "There should be a decentralised grid of foodgrains to address hidden hunger and under-nutrition. With necessary awareness, analysis and action hunger can be eliminated.''
    WFP representative Mihoko Tamamura pointed out that mere availability of food in urban markets did not guarantee food security for the poor and expressed the hope that the report would facilitate a "more rational allocation of resources in the poorest urban areas.''

    The majority inspiring enhancement has been observed in comparatively diffident states of MP, Orissa, Bihar, and UP, however the tale is severe in AP, Karnataka and Maharashtra, as per the Report on the Situation of Food Insecurity in Urban India, geared up mutually by the World Food Program and the M S Swaminathan, Research Foundation.

    Russian Ban on Grain Export Sparks Food Security Concerns

    Concerns over a possible repeat of the 2007-2008 food crisis was the focus of a meeting between delegates from more than 75 member states of the United Nations Food and Agriculture Organization (FAO) on Sept. 24.

    The one-day summit in Rome, Italy highlighted high food prices following Russia's ban on grain exports. Prices of grain and rice began rising in July following massive wildfires in Russia that were sparked by a hot, dry summer. Flooding in Pakistan and China also took its toll on the products.

    In early September, Russian Primer Minister Vladimir Putin placed a year-long ban on grain exports. The original ban was set from August to December.

    Despite shortfalls in the world grain market, participants at the FAO meeting said there was no indication of an impending world food crisis.

    The FAO released a report forecasting a good harvest and enough grain stock for the year. It also showed an increase in international wheat prices by 60 to 80 percent, a 40 percent price rise in corn, and a 7 percent price rise in rice since July.

    "Unexpected crop failure in some major exporting countries followed by national policy responses and speculative behavior rather than global market fundamentals have been the main factors behind the recent escalation of world prices and the prevailing high price volatility," according to the FAO.

    Among the main causes of the problem identified in the meeting were insufficient information on crop supply and demand, a lack of market transparency, and unexpected changes.

    "One of the reasons of volatility at world markets is the lack of information. Markets are not transparent, so any information coming from the world's exporter or importer, may make markets collapse," Yevgeniya Serova, an Russian agricultural market expert, told the BBC in the interview.

    The FAO report forecasts that a 2010 global cereal production would be more than 2.4 billion tons, only 1 percent lower than last year, and the third largest crop on record.

    Arjun Kumar Sengupta, a developmental economist and Member of the Rajya Sabha, passed away on Sunday evening. He was 73 and is survived by his wife Jayshree Sengupta and daughter Madhura Sengupta who teaches in Canada. He has had a multi-faceted career as a academician, economic policy administrator and a Parliamentarian.

    "I am deeply grieved to learn about the sad demise of Dr Arjun Kumar Sengupta, Member of Parliament. He will always be remembered for his contributions when he served as Special Secretary to the Prime Minister, Ambassador of India to the European Union, Member, Planning Commission and Chairman, National Commission for Enterprises in the Unorganised Sector," said M Hamid Ansari, Vice President of India.

    After completing his Ph.D from the Massachusetts Institute of Technology, he taught at the London School of Economics and the Delhi School of Economics. He was Special Secretary (Economic Advisor) to Prime Minister Indira Gandhi during 1981-84. He was elected to the Rajya Sabha in August 2005. C Rangarajan, Chairman, PM's Economic Advisory Council, remembers Sengupta as an outstanding economist and a key figure in policy making. "He was a career bureaucrat. He had a good understanding of social problems and was deeply touched and involved in finding solutions for people at the bottom of the population pile," he said. This was truly reflected in a number of his suggestions for the unorganised sector. He was appointed Chairman of the National Commission for Enterprises in the Unorganised and Informal Sector in 2004. The Commission's voluminous report is one of the most comprehensive documents on the condition of unorganised workers in India. Its recommendations on social security led to the enactment of the Unorganised Workers Social Security Act, 2008. His studies have reflected cross-linkages between extreme poverty and the downtrodden. "His dedication, sense of public service and honesty serve as an inspiration to all," Vice President Ansari said.

    It speaks volumes for how the government functions that, in response to a Supreme Court order, an Empowered Group of Ministers have apparently decided to increase the number of families eligible for grain under the BPL criterion from the current 6.52 crore to 7.71 crore; an additional 2.5 million tonnes of rice and wheat are to be released from government stocks to these additional families. The Court order, as we have pointed out earlier, was problematic since it sought to direct how much grain the government should procure and even how this was to be stored. The larger point, however, is the ad hoc manner in which policy is made. Projection of the NSS estimates for poverty would suggest India had 5.91 crore poor households right now. Suresh Tendulkar has put the number at 8.14 crore, and Arjun Sengupta has a number of 15.2 crore—the EGoM's number is somewhere in between! The NSS data, it is well known, captures just around half the total consumption in the country, so any estimate of the poor based on this has to be incorrect. Tendulkar tried to get over this with the arbitrary decision that the urban poverty numbers seemed all right, so it was a good idea to use the urban poverty line expenses for rural areas as well. Sengupta applied a still higher poverty line to the faulty NSS data and got an even higher number—raise the poverty line enough and all of India can be classified as poor.

    Instead of an arbitrary hike in the number of households to be considered as poor, you would expect a discussion on how to tackle the leakages, if not by using cash transfers, at least by using measures such as the tracking of PDS vans using GPS (done successfully in Tamil Nadu) or looking at greater use of the Unique ID project. You'd expect the EGoM to get the food ministry to give it projections/plans on how the PDS will change once the Unique ID is put in place, on how the need for the PDS reduces once the poor get more income from jobs under schemes like the NREGA. Interestingly, as FE columnist YK Alagh points out, lowering of food prices can actually end up raising poverty levels—as food prices fall thanks to selling more to poor households at vastly subsidised prices, this reduces agricultural prices and then depresses rural wages.     The finance ministry has formed an internal panel to finalise its view on the politically contentious issue of foreign direct investment (FDI) in multi-brand retail sector. "The ministry is actively engaged in formulating its view on the subject taking into consideration the diverse opinions it has
    received. A committee to examine and analyse these responses and provide necessary input for the proposed policy action has been set up," a finance ministry official said requesting anonymity.
    The department of industrial policy and promotion (DIPP) had floated a discussion paper in July making a strong pitch for throwing open the retail sector to FDI that would allow international giants such as Wal-Mart, Tesco and Carrefour to set up mega stores in one of the world's hottest growth economies. The paper said FDI in retail may be an efficient means of addressing the concerns of farmers and consumers.
    The discussion paper has also sought to know whether it should not be made mandatory for 50 per cent of all foreign investment to be invested in creation of back-end infrastructure, and reserve half of all jobs in the retail sector for rural youth.
    The finance ministry, while not taking any position on the issue, has maintained that the paper "comprehensively captures the scenario in multi-brand retail in the Indian context."
    The ministry of food, consumer affairs and public distribution, however, said FDI should be permitted with a cap of 49 per cent. "This will help local enterprise to upgrade their technology and practices to face competition from MNCs," the food ministry said in its comments on the discussion paper.
    It said that as much as 75 per cent FDI should be spent on back end infrastructure, logistics and agro-processing.
    "We are hopeful of a very early finalisation of the policy," the finance ministry official said.

    Industry trends for retail sector indicate that organized retailing has major impact in controlling inflation because large organized retailers are able to buy directly from producers at most competitive prices. World Bank attributes the opening of the retail sector to FDI to be beneficial for India in terms of price and availability of products as it would give a boost to food products, textiles and garments, leather products, etc., to benefit from large-scale procurement by international chains; in turn, creating jobs opportunities at various levels.
    As foreign investors exploring their potentials in the retail sector, are keen on developing malls in India, the size of organized retailing is expected to touch $30 billion by 2010 or approximately 10 per cent of the total. This has initiated market-entry announcement from some retailers and has signaled to international retailers about India's seriousness in promoting the sector. While there are reports of international retailers like Wal-Mart analyzing business opportunities in India; Reliance, the largest Indian conglomerate is investing $3.4 billion to become India's largest contemporary retailer. There are also reports of investments for 'Hypercity Retail' by K.Raheja Group to establish 55 hypermarkets by 2015. All these factors will contribute in taking Indian retail business to unexpected growth based on the consumer preference for shopping in congenial environs and also availability of quality real estate.

    The debate on opening up foreign direct investment (FDI) in multi-brand retail has gathered steam with the finance ministry preferring not to offer any comments on the matter. The ministry has said it would reserve its comments for the inter-ministerial consultation. The food and consumer affairs
    ministry is in favour of opening up FDI in multi-brand retail with a 49 per cent cap.
    The Department of Industrial Policy and Promotion (DIPP) had floated a discussion paper last month making a strong pitch for opening up the retail sector to FDI that would allow international giants such as Wal-Mart, Tesco and Carrefour to set up mega stores in one of the world's hottest growth economies.
    The paper said FDI in retail may be an efficient means of addressing the concerns of farmers and consumers.
    "In our view, comments on the paper from our side at this stage would be premature and would be warranted at the time of inter-ministerial consultations just prior to placing the draft policy for the consideration of the Cabinet or Cabinet Committee on Economic Affaris (CCEA)," the Department of Economic Affairs said in a communication to DIPP earlier this month.
    The ministry of food, consumer affairs and public distribution, however, said FDI in multi-brand retail should be permitted with a cap of 49 per cent.
    "This will help local enterprise to upgrade their technology and practices to face competition from MNCs," the food ministry said in its comments on the discussion paper.
    It said that as much as 75 per cent FDI should be spent on back end infrastructure, logistics and agro-processing.
    "Investment of FDI in working capital should not be allowed. An enterprise getting FDI should be directed to invest most of fresh capital in upgradation of technology, and the back-end chain," it said.

    Mulnivasis-Who and How?        

    Some Sanskrit literature of Arya Brahmins, that is available today makes mention of some important aspects, related to Mulnivasis. According to this literature, in the ancient period there was heavy struggle between the Aryas and the Mulnivasis.

           

    This struggle is described in the Sanskrit literature. The terminology used for the Mulnivasis is Anarya, Dass, Dasyu, Asur, Rakshas, Ravan and Naga. These were the names given by Aryan invaders to the Mulnivasis. These are not praise-worthy names, but were used to abuse and condemn them.

       

    Therefore, it is now proved that these Anarya, Dass, Dasyu, Asura, Rakshas and Danav are the original inhabitants of this country, who, are now referred in the constitution as Scheduled Castes and convert from them to religious minorities.



             How can we say that these people are Mulnivasis?


    This question can be answered in many ways and many reasons can be given, to call these people as Mulnivasis. One, these people were made untouchables and were driven out from the public life and were forced to live a wretched life of animals.

    The Second section of the Mulnivasis are tribal people, who were forced to live in jungles and hills. Thus we can see that the Scheduled Castes are not Hindus, because they do not observe religious customs of Arya Brahmins. Arya-Brahmins call them Hindus, but have not granted them any rights of Hindus.

           

    Hindu code bill was not applicable to the Scheduled Castes. Thus there is no similarity of conduct, thoughts, faith, belief, customs, religious tradition, language and way of life between Arya-Brahmins and Scheduled Castes / Scheduled Tribes.

           

    The third big section, whom we call, Other Backward Class(OBC) is also Mulnivasis, because they have been deprived the right of holding power, acquiring property and possessing weapons(As per manusmruti). When these O.B.C. accepted the domination of Arya-Brahmins they granted them religious rights of Hindus, but adopted Puranic system for them, instead of Vedic system. From this, it is proved that this class is not Vedic. We can see that when rights were granted to O.B.C's as per Mandal Commission, the Arya-Brahmins opposed it most. They tried to hatch a conspiracy against the objectives of the Mandal Commission and were successful in that.

           

    From these SCs, STs and OBCs, who are the Mulnivasis have become Sikhs, Buddhists, Christians and Muslims. It means the 95% people of minorities are from this Mulnivasie castes. Arya-Brahmins call them foreigners, especially Muslims. Muslims are not foreigners, but are original inhabitants of this country. Thus we all are Mulnivasis. This is proved fact.



             Struggle for liberation of Mulnivasis


    When freedom struggle of our country was going on, we were dual slaves. The Arya Brahmins were slaves of British people and we, Mulnivasis (original inhabitants) were the slaves of the system established by them, in which we were made slaves, socially , culturally and religiously.

    On 15th Aug. 1947, these Arya-Brahmins got freedom and became the masters and rulers of the country. And we, who were the slaves of the slaves are still slaves of these Arya-Brahmins. On 15th Aug. 1947, the country got the freedom, but the people of the country did not get this freedom. Only Arya brahmins got freedom and we, Mulnivasis are still their slaves.

           

    Therefore, it is necessary to launch the struggle for the liberation of the Mulnivasis. Pride of the caste is the reason of our slavery and caste are invented by Arya Brahmins, through which they divided the Mulnivasis into 6000 small groups and perpetuated this division into them. Every caste is having its own caste people and there is ladder of high and low, based on graded inequality among these castes, they keep on fighting among themselves, instead of uniting themselves to fight against the common enemy. The Arya-Brahmins encourage and sponsor this fight. Because of this constant division of Mulnivasis of the country, they have become unfit for the resistance.

           

    Along with this, another important aspect is that these Mulnivasis were prohibited from taking education, possessing weapons and acquiring property. Because of this, they became helpless, and hopeless and came to depend upon Arya-Brahmins. The brahmins took advantage of this dependency and made the Mulnivasis, slaves. When they were made slaves under Brahminical system, they could not save the independence of their country and along with them, India, their motherland also became slave.

           

    Therefore, it is necessary to liberate the Mulnivasis and their motherland. It is necessary to free them from the system. Hence to achieve the objective of "Change of System" and to free the country from Arya-Brahmins, it has become necessary to launch the movement of their liberation of the Mulnivasis.

           

           

           

    Point of view based on Social system

           

    From the view point based on system, it can be seen that the Scheduled Castes, Scheduled Tribes, Other Backward Classes and Minorities are victims of the brahminical system. Therefore Mahatma Jyotirao Phule, Periyar Ramaswami and Dr. Babasaheb Ambedkar have fixed the objective of their movements to change this social System of inequality.

    Therefore those who are suffering from this Social System, can only take active part in the movement of change of System. This is quite natural. There is no point in organising those communities, who were benefited by the System. Thus for changing the System of inequality, it is necessary to organise those communities, who were victims of the system, Therefore the Scheduled Castes, Scheduled Tribes, Other Backward classes and Minorities are being organised.



             Aryan Brahmins are foreigners

           

    If Scheduled castes, Scheduled Tribes, Other Backward Class and the minorities converted from them, who have been divided into 6000 castes, are the Mulnivasis of this country, then who are foreigners? We must find out an answer to this question. There is not much difference of opinion among historians on this point, that Aryans are foreigners. The only difference of opinion is on the issue of the country of their origin. On this issue

    FDI: Time to get the money in

    When the department of industrial policy and promotion (DIPP) came out with a 21-page discussion paper on opening multi-brand retail to foreign investors two months ago, it came as a surprise even to die-hard pro-reform activists and lobbyists.

    After all, the fierce debate on whether to allow FDI in multi-brand retail or not, came to a grinding halt in February 2007 after Congress president Sonia Gandhi shot off a letter to the Prime Minister sharing the concerns of the Left parties.

    Over three-and-half years down the line, the industries ministry has not only revived the old debate by bringing out a discussion paper on FDI in multi-brand retail, it has also generated hopes of a new investment climate with a wide-ranging reformist agenda that includes raising the FDI limit in defence production and easing of norms for foreign companies having tie-ups with a domestic firm to expand operations independently.

    While America is becoming protectionist, with the fear that the ban on outsourcing by Ohio state could be followed by other states too, India has demonstrated a more positive outlook to woo foreign investors in key strategic sectors.

    A whiff of fresh air comes at a time when India, according to an UNCTAD survey, has replaced the US as the second most important FDI destination for transnational corporations during 2010-2012. The survey finding puts India as the most preferred destination for foreign investors, second only to China. As global FDI flows are expected to jump from $1.2 trillion this year to $1.6-2.0 trillion in 2012, changing the ecosystem of foreign investment in India could pay rich dividends.

    "We would like to bring in some changes in policies so that investment climate for foreign investors improves. So far as raising the FDI limit in defence is concerned, technology transfer is the key. Even though we proposed allowing up to 74% FDI, we may now come down to 49% after receiving feedback from various quarters," says RP Singh, secretary for the DIPP and one of the key officials pushing the government's proposed liberal FDI regime.

    Veg oil imports may touch 95 lakh tonnes in 2010-11

    India's vegetable oil imports are likely to increase to 93-95 lakh tonnes during the next oil year, ending October, 2011, an expert said.

    "For the next oil year (November, 2010, to October, 2011), Indian vegetable oil imports will expand further to between 9.3 and 9.5 million tonnes," Dorab Mistry said in Mumbai recently.

    The country's vegetable oil imports during the current year are expected to amount to around nine million tonnes.

    According to the Solvent Extractors' Association, during the first ten months of the current oil year, India's overall imports of vegetable oil rose to 74.47 lakh tonnes, up by five per cent from 70.70 lakh tonnes in the same period last year.

    Mistry, however, said it was too early to say what oil India would import next year, but he had no doubt that sunflower oil imports would decline due to high prices.

    "Higher soya oil tonnages will depend on the price relationship with palm. Also, do bear in mind these estimates are tentative because rapeseed has not even been planted," he added.

    According to Mistry, India is likely to import 72 lakh tonnes of palm oil, 15 lakh tonnes of soyabean oil and four lakh tonnes each of sunflower and lauric oils in the next oil year.

    India's edible oil consumption has grown by 6.5 per cent per annum since 2000-01 and currently stands at 147 lakh tonnes, valued at USD 15 billion, which is expected to go up to 200 lakh tonnes in 2015, according to Rabo India Finance.

    FIIs push markets to new highs

    The markets continued their spectacular run last week. The rally was driven mainly by largecap stocks and fresh foreign institutional investor (FII) investments. FIIs are quite bullish on the domestic markets and analysts believe they have the potential to go up further in the short term, driven by strong FII support.

    Individuals and domestic institutional investors are looking jittery at the higher levels, but the strong FII support has potential to push the markets to the next level. These are some of the major reasons behind the positive investor sentiments prevailing in the markets here: Weak global markets The global economies are not doing well. Hence, investment opportunities in the global markets are limited. This lack of opportunities in the developed markets has prompted global institutional investors to explore opportunities in emerging markets.

    Analysts believe the economic growth in the emerging markets will outperform the economic growth in the developed markets in the medium term. Soft monetary policy in developed markets The developed markets are still maintaining a soft monetary policy to stimulate economic growth. The soft monetary policy is keeping liquidity high, and hence the emerging markets are indirect beneficiaries. The high stimulus spending and liquidity in developed countries are getting channeled towards the emerging markets as they are looking better as investment destinations in the current circumstances. Recovery in domestic economy The domestic economy has recovered completely from the economic slowdown.

    The businesses here are doing well, fuelled by robust demand from the domestic as well as foreign markets. The increase in sales numbers driven by robust domestic demand is clearly visible in the improving industrial production output over the last few quarters. Strong performance from domestic companies is attracting more inflows from the domestic and foreign investors. FIIs investing heavily The heavy FII buying is one of the prime drivers of the current rally in the domestic stock markets.

    FIIs have constantly increased their allocation to emerging markets. The domestic markets are on top of the list of many large institutional investors due to their strong position. Also, the recent reports on the worrying issues in the Chinese economy have further strengthened the image of the domestic markets as an investment destination. Domestic institutional investors remained net buyers in the domestic markets but their investment approach was quite cautious. They invested as well as booked profits during the current rally.

    Invest with caution Analysts suggest small investors should exercise caution in the markets at the current levels as they have already gone up quite significantly and are trading close to their all-time highs. Investors with a high risk appetite can take positions in momentum stocks to ride the current rally in case it stretches further. However, it is recommended to maintain a strict stop-loss level as the downside risk is high too.

    The medium to long-term outlook remains quite positive for the domestic markets, but investors should remain cautious on the short-term market direction. The valuations of many stocks are stretched and technical charts indicate they are in an over-brought zone. However, the possibility of further upsides cannot be ruled out as the markets are driven by high liquidity and momentum.

    The Asian Development Bank (ADB), the Food and Agriculture Organisation of the United Nations (FAO), and the International Fund for Agriculture Development (IFAD) have joined forces to tackle widespread hunger and build food security throughout the Asia and Pacific region. FAO's director-general Jacques Diouf said that ensuring food security will require collective action involving bold business approaches.

    "Asia needs to wake up to the enormous challenge of feeding its population of five billion people by 2050. Gross annual investments of $120 billion are required in the region for primary agriculture and downstream services – in a responsible manner and focused on rural areas through pro-poor programmes and livelihoods activities for poor and small farmers," Diouf said.

    "Several countries in the region have made significant progress towards reducing hunger. We should build on these successful experiences," he added.
    Signed by the heads of the three organisations on the occasion of the United Nations Summit on the Millennium Development Goals (MDGs), the three-year Asia Pacific Regional Food Security Partnership Framework underscores concern that despite Asia and the Pacific's impressive gains in achieving several of the MDGs, the region is falling behind in the crucial areas of hunger and food security. The MDGs are a set of measurable targets for reducing hunger, poverty, disease, child and maternal mortality, environmental degradation and gender inequality by the year 2015.

    "The Asia and Pacific region is still home to some 578 million hungry people, some two-thirds of the world's hungry, so it is high time to move out of our comfort zones and forge new partnerships, collaborative arrangements, and networks with the single objective of achieving food for all," said ADB President Haruhiko Kuroda.

    The new ADB, FAO, and IFAD partnership will promote innovative financing mechanisms to attract private sector investment in agriculture as well as develop inclusive business models that bring benefits for investors and local small farmers.

    The partnership framework establishes four pillars for collective and collaborative efforts: the harmonisation of cross-border and regional investments; promotion of stronger collaboration in the prioritised agricultural research; support to enhance intra- and interregional food trade; and facilitation of sharing of lessons and good practices in policy and institutional response to improve household food security.

    No impending food crisis: FAO

    ROME: Crop failures and speculation - not market fundamentals - were the main causes of recent price volatility in grain markets and there is no sign of an impending food crisis, the U.N. Food and Agriculture Organisation (FAO) said on Friday.

    The charges were made in a draft report after extraordinary meetings of the FAO's Inter-Governmental Groups (IGG) on grain and rice.

    While acknowledging the sudden increase in prices and the deterioration of prospects for cereal markets in recent months, for wheat in particular, the IGG groups concluded that this was not an indication of an impending food crisis.

    The groups held extraordinary inter-sessional meetings as the FAO, in its separate report on food security and crop prospects, said world cereal output this year is expected at 2.239 billion tonnes, slightly higher than forecast previously and sufficient to cover projected global demand in 2010-2011.

    "Unexpected crop failure in some major exporting countries followed by national responses and speculative behaviour, rather than global market fundamentals, have been the main factors behind the recent escalation of the world prices and the prevailing high price volatility," the IGG draft report said.

    The draft report also said unexpected price hikes and volatility were an important threat to food security and that their root causes should be tackled.

    The IGG groups also proposed enhancing market information and transparency and intensifying FAO's information gathering methods and looking at ways to manage the risks of market volatility.

    Earlier on Friday, in its latest report on food security and crop prospects, the FAO raised the forecast by just under 1 million tonnes from its previous estimate on Sept. 1.

    The new forecast would be the third-largest crop on record and just 1 per cent below last year's level, despite a sharp reduction in wheat and barley production in drought-affected Russia and other former Soviet states, FAO said.

    "At the current forecast level, the 2010 cereal production, coupled with large carry-over stocks, should be adequate to cover the projected world cereal utilisation in 2010-2011," the FAO report said.

    CEREAL PROJECTION STABLE

    The projection for cereal utilisation was broadly stable at 2.248 billion tonnes, with the expected 9 million tonne production shortfall met by large inventory levels, FAO said.

    Wheat imports rise by 27 pc in H1

    India has contracted to import a whopping 2 lakh tonnes of wheat--27 per cent more than in the entire 2009-10-- in the first half of the current fiscal but shipments are unlikely to take place soon as global prices are high, Roller Four Millers Federation of India said today.

    Wheat imports were 1,58,000 tonnes last fiscal. "We have imported 2 lakh tonnes of wheat so far this fiscal at USD 280-285 a tonne," Federation President R K Garg told media at its 70th Annual General Meeting here.

    Currently, there are no contracts being signed for imports as the international prices have skyrocketed, he said.

    For instance, global prices of wheat have risen to USD 370 a tonne. So, it is unviable to buy wheat at this price level from the overseas market, he added.

    Wheat prices in the international market have firmed up sharply since last two months, on supply concerns due to drought and wildfire in Russia, one of the world's biggest wheat producers.

    At present, there is zero duty on wheat imports. Flour millers import high-protein variety of wheat, mainly from Australia, for usage in cookies and breads.

    Garg further suggested that the government should keep open duty-free wheat import option to regulate local prices.

    "Duty free import in the current scenario just provides an open alternate option for the miller and a regulating factor for the local trader/supplier," he said.

    The quantity of wheat imports by the country has not been very significant for more than last two years and more over, the phytosanitary norms has been deterring bulk imports, he added.

    West Asia curbs threaten Indian rice exports

    NEW DELHI: India's basmati rice exports to West Asia could be hit after Saudi Arabia and Iran took measures to curb imports. Even the shipments to Europe are under a cloud after a prominent Hamburg-based laboratory alleged high levels of pesticide residue in Indian basmati in June.

    Rice shipments to Iran and Saudi Arabia comprise 60% of the exports. While Iran has withdrawn import licences, Saudi Arabia has removed subsidy on rice imports.

    "Both these developments could impact short to medium- term exports to W Asia," a Delhi-based exporter said.
    "Compared with last year, the exports were slightly lower in the April-July 2010, but are expected to pick up once the monsoon withdraws," Vijay Setia, president of All India Rice Exporters' Association, said.

    But the export prospects can take a hit as Iran's Trade Promotion Organisation has withdrawn licences for rice imports, primarily to improve the quality of domestic products and lower consumer prices. Saudi Arabia removed subsidies on rice imports last week citing that foreign exporters have been taking advantage of these to increase prices.

    The decision is being viewed as part of an exercise to ensure food security for the Saudis and reducing over-dependence on countries such as Philippines and India.

    In the short term, it will help Thailand, Vietnam and even the US if they offer competitive prices. Thailand has stocked 6mt of rice and is desperate to offload without crashing prices.

    "In the longer term, this could jeopardise India's basmati exports to Saudi Arabia," an industry source said.
    Private investors and government agencies from Saudi Arabia have been acquiring arable land in African countries for growing aromatic rice. India annually exports about $500 million worth of basmati and $102 million worth of non-basmati rice to Saudi Arabia.

    "... the only beneficiaries of the subsidy are the exporters and not the consumers," the Saudi trade minister was quoted as saying. But exporters claimed prices were high last year because of the worst drought in three decades and higher farmer input costs had pushed up basmati price.

    Rice exports increased by 44% to 2.3 million tonne in 2009-10 from 1.8 million tonne in 2008-09, Agricultural and Processed Food Products Export Development Authority (Apeda) data said.

    In value terms, exports crossed Rs 12,000 crore in 2009-10, as against Rs 9,476 crore in 2008-09. The inclusion of Pusa 1121 variety of rice under basmati in October 2008 expanded the size of basmati market, especially in Iran.

    Why is 'food security' sparking unrest?

    Hong Kong, China (CNN) -- While nations debate what to do about long-term problems such as climate change and dwindling water supplies, two words send immediate shivers down the spines of government officials across the world: Food security.
    A series of environmental disasters fueling a wave of food price volatility has given governments, "a much needed wakeup call," said Abdolreza Abbassian, an economist for the United Nation's Security of Intergovernmental Group on Grains.
    The UN's Food and Agricultural Organization will be holding a special meeting to discuss the issue and the recent volatility in Rome on September 24.
    The meeting was called after Russia decided to ban wheat exports after a punishing drought wiped out 25 percent of its crop. Moscow's decision pushed food prices up about 5 percent worldwide. Bread prices surged in some countries and triggered the deadly riots in Mozambique.
    Massive floods in Pakistan also caused huge losses to the country's crops, adding to the uncertainty in the markets.
    "The pace in which prices went up, nobody predicted markets could turn so fast," said Abbassian.     Food security, in simple terms, is defined by the United Nations as food being available in sufficient quantities to reliably feed a nation's population.
    Market volatility is nothing new, especially when it comes to commodities. During the food crisis of 2007-2008, prices spiked dramatically: Rice surged more than 200 percent; wheat and corn jumped more than 100 percent. The cause continues to be debated, but the effects led to protests and deadly riots from Haiti to Mogadishu.
    But the current market conditions are very different from a few years ago, said Hafez Ghanem, the FAO's assistant director-general for economic and social development.
    "(I)n the years ahead we'll probably be seeing more of the turbulence we're experiencing now because markets are set to become more volatile in the medium term for at least three reasons: a) the growing importance as a cereal producer of the Black Sea region, where yields fluctuate greatly from one season to the next; b) the expected increase of extreme weather events linked to climate change; and c) the growing importance of non-commercial actors in commodities markets," Ghanem said in an interview posted on the UN Food and Agricultural Organization website.
    If the next few years could be more volatile, the next few decades could be downright frightening.
    "The most urgent issue confronting humanity in the next 50 years is not climate change or the financial crisis, it is whether we can achieve and sustain such a harvest," said Julian Cribb, scientist and author of "The Coming Famine."
    The UN predicts that by the year 2050 the globe will be home to more than 9 billion people. In a recent presentation to The World Congress of Soil Science, Cribb said global demand for food is going to more than double over the next half century.
    In a worst-case scenario, Cribb describes a world where famine has broken out in several locations, leading to wars and hundreds of millions of refugees wandering the globe looking for food and shelter. That scenario is avoidable, he said, as long as governments make policy changes in their approach toward agriculture.
    "First, we need to recognize that investment in agriculture is defense spending," Cribb said Thursday. "If we want to prevent wars and refugees and a food crises, then we need to renew global investment in agriculture and agriculture science. Agriculture has been a low priority for the last quarter century."
    Recent efforts by BHP Billiton to acquire Canadian fertilizer company Potash Corp. were viewed as the Australian miner's attempt to cash in on the growing importance of the agriculture industry. Chinese companies have also expressed interest in Potash as they try to secure fertilizer supplies for their own agriculture market.
    Famed investor and author of the "Gloom Boom and Doom" report, Marc Faber has appeared on CNN telling viewers the best long-term investment today is farmland and a focus on stocks that may benefit from food and water shortages.
    Cribb said unlike most other countries, China is aware of the potential risk to food security and has been taking steps to ensure it is prepared. That includes coming up with domestic policies to secure water supplies. But Beijing is also looking outside China by securing agricultural supplies in other regions, such as Africa.
    "We have to reinvent the way we grow food and reinvent our diet if we are to sustain the food supply through the peak in human numbers and demand," said Cribb.
    That is the challenge facing world leaders.
    So, at the upcoming meeting in Rome, Abbassian said he plans to ask every government delegate attending a simple question: "Are you preparing yourself for food security?"

    From Handset maker to MFs, everyone is banking on Bharat

    Awave of financial literacy initiatives is sweeping through India . From teaching basics of banking and finance in schools in Karnataka to credit counselling cells in unbanked villages of the northeast, from mobile vans in Porbandar educating people about the benefits of mutual fund investments to college students in Mumbai explaining the virtues of financial planning to not-so-financially-savvy people. It's all happening. And the objective is to bring the unbanked population into the banking fold. From the Reserve Bank of India (RBI) to state governments, from banks, mutual funds, micro-finance companies and mobile handset makers to technology-driven start-ups , almost everyone has jumped onto the bandwagon of financial inclusion over the last few years.

    The major barriers to financial exclusion , as RBI governor D Subbarao had said in a speech, were lack of access , lack of physical and social infrastructure , lack of understanding and knowledge, lack of technology, lack of support, and lack of confidence, among others. Overcoming these barriers is a challenge to financial inclusion. For a majority of participants, despite the challenges of financial inclusion, there is no denying the fact that a fortune lies at the bottom of the pyramid.

    While RBI, some banks and a few government-backed organisations are taking the conventional route to financial inclusion, a host of companies are trying unconventional ways to bring more people into the mainstream of financial services.

    Sahyog Micro Finance Foundation, an arm of Oxigen Services that is into single-point recharge, bill payments and ticketing services, is a case in point. Sahyog recently tied up with the banking major SBI for providing kioskbased limited banking facilities to the unbanked and under-banked masses at Oxigen outlets. Under the mini-banking model, a kiosk owner would require an internet-enabled PC, a low-cost biometric reader, a webcam and a printer to help customers perform basic banking transactions such as depositing and withdrawing cash, getting loans, transferring money to another SBI account and getting account statements . The kiosk owner logs on to SBI's core banking server from the Oxigen outlet and helps customers carry out banking transactions after a biometric authentication process has established their identity.

    Sahyog's mini-banking service, which does not require ATMs or swipe cards, comes under RBI's business correspondent (BC) initiative. Under the initiative, the central bank has even allowed involving owners of neighbourhood kirana and paan-bidi shops and PCOs as agents of a bank to help take banking services to the unbanked.

    One of the main ideas behind the BC initiative is to take basic banking services to the masses at a lower cost. "We are setting up retail (banking) points which are economical and easy to use," says Pramod Saxena, CMD, Oxigen Services. "And our conviction is that we will deliver the promise that SBI is making to its customers," Saxena adds. As of now, according to RBI guidelines , customers can transfer money within the same bank. However, banks and other stakeholders are pushing to allow customers to send and receive money from other banks as well.

    Industry players are hopeful this could happen soon. Their confidence emanates from RBI's track record of recognising the strength of technology early and using it to take banking to the masses. Over the years the central bank has allowed a host of new applications , some of which have the potential to serve RBI's objectives of financial inclusion.

    Mobile phones, used by nearly 50 crore people in India, is one of the channels that has been allowed for basic banking services. Not to miss the opportunity early, Nokia has tied up with Yes Bank, allowing around two lakh retailers of the global handset major to act as the bank's BCs.

    A substantial portion of the payment transactions through mobiles is done for re-charge . Since people are comfortable with their phones, the push is now to make them deposit, withdraw and send money from their banking accounts using the same handset that has proved to be reliable, says Suresh Vedula, head, Nokia Money, India . "Initially, we want to keep things simple and not push to sell financial products at this moment," Vedula adds.

    Govt floats green mission

    NEW DELHI: The government is setting up a new body, with a corpus of up to Rs 200 crore, that will help companies develop environment-friendly technologies for hybrid and electric vehicles, joint secretary at ministry of heavy industries said.

    The National Electric Mobility Mission will try to promote eco-friendly technologies as an alternative to use of non-renewable fuels such as petrol and diesel that dominate the Indian car and two-wheeler market. This will also help control air pollution in the country.

    Electric vehicles offer lower running cost and maintenance, but have failed to catch the consumers fancy despite various tax benefits due to higher product prices and other factors influencing their cost of ownership. "There are several players in India making different kind of electric vehicles, but lack of infrastructure to charge these vehicles and the high-price of hybrid cars has prevented growth," said Ambuj Sharma, joint-secretary, ministry of heavy industries.

    The electric two-wheeler industry, with over three-dozen manufacturers, has an installed capacity of around 10 lakh units a year, but annual sales are restricted to around a lakh units only. Bangalore-based Mahindra Reva Electric Vehicles has managed to sell only a few hundred electric cars in India so far. The cost of electric cars and hybrids are almost double that of petrol-fuelled vehicles due to expensive battery and intricate technology. Global car makers like Toyota and Honda had launched their hybrids in India, but could barely sell few hundred units due to the high price tag.

    This is despite the high demand for automobiles, with sales of cars and bikes shooting up 34% and 27%, respectively, during April-August 2010 over the year ago period on the back of improved consumer sentiment due to buoyant economic growth.

    The new body will help electric vehicle makers to develop technology to lower the cost of batteries, which comprises a third of the total product price.

    National Electric Mobility Mission will have representatives of various ministries including road, transport & highways, environment & forest and science & technology to promote fuel efficient vehicles with low cost technology. There is cess on automobiles and funding from various schemes like the urban development mission could be utilised to fund the programme, Mr Sharma said.

    Sensex ends higher; metal, oil&gas, realty up

    MUMBAI: Equities ended in the green but off day's highs Monday as profit booking emerged across the board in last hour of trade. According to analysts, market is likely to turn volatile ahead of September series expiry later this week.

    Indices opened on a positive start as foreign funds continued to pump in dollars in metals, realty and oil&gas space following rally in the US markets. However, lack of conviction of buying at higher levels and subdued European markets saw indices tapering off gains as the session progressed.

    "With the F&O derivative expiry in the coming week, markets are likely to witness volatile sessions. On the daily chart, after a steep rise, we have seen some consolidation but prices have managed to close above the 5-day EMA.

    This suggests that we may witness continuation of the up-trend or a sideways consolidation of the previous up-move. On the upside, if the indices trade above 20105 / 6037 levels, they are likely to test 20450 / 6150 or even extend their gains to test an all-time high over the next couple of weeks.

    On the flip-side, a correction up to 19150 – 18990 / 5750 – 5700 levels could be expected if the indices breach 19770 / 5930 levels," said Angel Broking note.

    Bombay Stock Exchange's Sensex ended at 20117.38 up 72.20 points or 0.36 per cent. The 30-share index hit a high of 20267.98 and low of 20082.26.

    National Stock Exchange's Nifty ended at 6035.65, up 17.35 points or 0.29 per cent. The broader index touched a high of 6073.50 and low of 6018.30.

    Expect more capital inflows into India: Geoff Howie, MF Global

    In a chat with ET Now, Geoff Howie, Sales & Markets Strategist, MF Global, expects more capital inflows into Asian economies and says the agro-economic market in India looks healthy.

    What do you have to say about the big picture — Indian markets are at a new 52-week high, Chinese markets at a 52-week low and Indonesian markets are somewhere in the middle?

    We have a very different story across developing Asia. Nonetheless, I do see developing Asia upbeat, particularly given the 8% inclines we have seen in the US indices this past month which culminated in the strength that we saw on Friday night. Now, because of fundamentals and the industrialisation process, we expect to see more capital inflows into the region, in particular to build on the capital inflows we have already seen in September in the Nifty.

    What is your call on the Indian equities? We are nearing the all-time highs at this point in time. Are there any sectors that you may be closely eyeing or may have already put your money in?

    From the sectoral point of view, the theme is very much the same as in Indonesia, China or other states of Asia, and that is the sector that are most favoured to outperform in the backend of 2010 and 2011 are essentially those sectors that are leveraged to the industrial economies of these countries. When you analyse economic modernisation curves, you see that most of these companies will grow on the back of domestic demand, which essentially blows out the productivity curve and business investment, consumer sentiment and so forth. So consumers are important here in the Asian area. In India itself, obviously coming of better monsoon weather in this last season, the agro-economic market looks quite healthy for this time of the year as well as the industrial economy, given the tick up of industrial production coming in below14% in July.

    What would be your top trading idea and top investment idea for someone who is interested in the next three months and 12 months' time-frame?

    The top investment idea is pretty simple. We are maintaining a holistic view on these markets and that is to take a long view on developing Asia and hedge that with one of the indices of the advance world. Now, whether you are going long the Nifty and selling the S&P 500 or long the KLCI and selling the Nikkei 225, ultimately that is the theme. The holistic view in essence is hijacked, some of the volatility risk that will not disappear into the tail end of the year, and we also apply this mentality over to Europe as well where we are seeing the German economy lead the European economy. Thus we favour being long the DAX and show the DJ Euro Stoxx 50.

    Bhopal panel recommends enhanced Rs.72 crore compensation

    The ministerial panel on the Bhopal gas tragedy Monday recommended additional compensation of Rs.72 crore for the families of the victims of the 1984 industrial disaster but who were not included in the list of the dead.
    Around 4,000 people will benefit from the new package, an official said. The recommendation came after the Group of Ministers, formed to look into various aspects of the 26-year-old industrial catastrophe, met here.
    The meeting was convened to take stock of the progress made since the GoM submitted its recommendations to the cabinet in June this year.
    The ministers, led by Home Minister P. Chidambaram, also decided to find a new site for disposing of the toxic wastes lying at the Union Carbide plant site in Bhopal.
    In June, the government had accepted all the 22 recommendations of the panel and decided to push for extradition of former Union Carbide chief Warren Anderson and ascertain the liability of Dow Chemicals, which owns Union Carbide, besides announcing Rs.1,265.56 crore package for relief and remediation.
    Union Carbide settled its liabilities to the Indian government in 1989 by paying $470 million before being bought by Dow Chemicals.
    Thousands of people were killed in the early hours of Dec 3, 1984, when around 40 metric tonnes of toxic methyl isocyanate (MIC) gas leaked from the Union Carbide plant in Bhopal. Thousands of others suffered severe health problems over the years.

    Rupee rises by 24 ps Vs dlr on record FII inflows

    The rupee today appreciated by 24 paise to end at an over four-month high of 45.01/02
    against the US currency on the back of record portfolio investments amid firm equity markets. Foreign Institutional Investors (FIIs), who were the main driving force behind the rupee rise, bought shares worth a record USD 17.88 billion in the current year till September 24, surpassing last year''s record investment of over USD 17.45 billion. The Indian benchmark Sensex today ended higher by over 72 points or 0.36 per cent while other Asian peers too closed higher. The dollar was trading barely stable against its major rivals and the dollar index was down by a mere 0.04 per cent. At the Interbank Foreign Exchange (Forex) market, the domestic unit opened strong at 45.15/17 a dollar from its last close of 45.25/26 but immediately touched a low of 45.21. It later recovered and improved to the day''s high of 45.00 before concluding at 45.01/02, the level not seen since May 10, 2010 when it had settled at 44.84/85. The rupee has garnered a massive 64 paise or 1.40 per cent in two-sessions of gaining string. Meanwhile, global crude oil was trading below USD 77 in London today. The rupee premium for the forward dollar closed lower on fresh receivings by exporters. The benchmark six-month forward dollar premium payable in February finished weak at 115-117 paise from 117-119 paise on last Friday and far-forward maturing in August too settled down at 230-1/2-232-1/2 paise from 234-1/2-236-1/2 paise previously. The Reserve Bank of India has fixed the reference rate for the dollar at Rs 45.04 and the euro at Rs 60.62. In cross-currency trade, the domestic unit declined against the pound sterling while rose against the euro and the Japanese yen. The rupee fell back to Rs 71.28/30 against the pound sterling from last weekend''s close of Rs 71.14/16 while edged up further to 60.66/68 per euro from Rs 60.69/71 previously. It also firmed up against the yen to Rs 53.45/47 per 100 yen from its last close of Rs 53.66/68.

    Agnivesh appeals to Maoists not to harm abducted policemen

    Religious leader Swami Agnivesh today appealed to Maoists not to harm four policemen whom they have taken hostage in Chhattisgarh and treat them as Prisoners of War (PoWs). "I have learnt that Maoists have issued an 48-hour ultimatum to government.
    I appeal to Maoists that now they have taken hostage of them as PoWs, no bodily harm should be done to them," Agnivesh told PTI. His appeal came against the backdrop of Chattisgarh Government stepping up efforts to ensure a safe release of the four policemen, who were abducted by Maoists in Bijapur district eight days ago. The deadline ends tomorrow night.
    The Naxals have demanded halting state government''s ''Operation Green Hunt'' against them, releasing imprisoned Naxals, stopping "police atrocities" and initiating peace talks in exchange of the release of the abducted policemen. Agnivesh claimed that he was trying to contact Chhattisgarh Chief Minister Raman Singh but could not reach him or his personal secretary through telephone.
    "I had spoken to police chief Vishwaranjan but he is not in a position to tell me that he was ready for a negotiation," Agnivesh said. He said he will contact Central government for its intervention in the matter as a decision on the demands raised by the Maoists could not be made by a state government.
    Seven policemen, including an Assistant Sub Inspector, an SPO and three constables, were abducted by Naxals on September 19 from Bhopalpatnam near Chhattisgarh-Andhra Pradesh border. The bodies of three of them were discovered two days later with Maoist literature.
    According to police, a woman relative of an SPO is also in Naxal captivity.

    Centre's eight-point initiative not to appease any particular person or outfit: Omar Abdullah

    Expressing his views on the Central Government's eight-point initiative for the Kashmir valley, Jammu and Kashmir Chief Minister Omar Abdullah on Monday said this agenda is not to appease any particular person or an outfit.
    "We have not announced this eight point agenda to appease a particular person. The main aim of the eight agenda is that the political dialogue should start and as for those lives whom we have sacrificed within three months, we just want to tell the bereaved families that in this darkness they are not alone," said Omar Abdullah on the sidelines of a function after unveiling the new a block of the Attendant Sarai Government Medical College here today.
    "We are here to support them. Along with this, the losses, which we have incurred, have to be recovered. We are expecting that most of the people who believe in peace will join us and also help for the agenda declared to be successful," he added.
    The Central Government's eight-point Kashmir formula says a group of interlocutors, will hold 'sustained dialogue' with all sections of Jammu and Kashmir and also review deployment of security forces in the Valley, especially in Srinagar.
    Omar Abdullah further said the aim behind this move by the Union Home Ministry is to create an ideal atmosphere for a viable political dialogue with a broad section of Kashmir, including political parties and groups.
    As for the various separatist leaders in Jammu and Kashmir, Omar Abdullah said education is very important and the academic careers of the students cannot be rebuilt and hence the state government is doing everything possible to usher the students back to the portals of their schools.
    "We want to restore that right to these children. I think it is unfortunate that certain separatist leaders have decided that children's education is not important. I believe that we can rebuild anything but we cannot rebuild the educational careers of children," said Omar Abdullah.
    "Therefore the Government is doing everything possible to bring the children back to school. As far as we are concerned, education must be conflict neutral," he added.arlier today, Union Home Minister P. Chidambaram appealed to the people of Jammu and Kashmir to cooperate with the State Government and ensure that all schools and colleges function normally.
    Chidambaram expressed happiness over the fact that most schools and colleges have reopened, disregarding a call by one of the Hurriyat leaders.
    "Government is happy to learn that most schools and colleges have reopened in Jammu and Kashmir and most students have gone back to schools and colleges today," he said, adding "there was a call by one of the Hurriyat leaders to parents asking them not to send their children to schools and colleges.
    "How can any right thinking person pelt stones on school buses? I hope that such mischief will stop immediately," he said. "Anyone who has the interest of the children at heart cannot indulge in stone-pelting; nor should anyone support such mischievous attempts to interfere with the functioning of schools and colleges," he added.
    He further said: "I am confident that the few schools and colleges that remain closed today, presumably out of caution, will reopen tomorrow.
    "I am also confident that the attendance will improve significantly tomorrow," he added.
    After remaining shut for three months, schools reopened in violence-hit Kashmir Valley on Monday.
    At least 93 people have died in the last three months. The Kashmir Valley has also been subjected to a series of shutdowns and frequent curfews during this period. (ANI)

    Pledge to make India a safe tourist destination

    Government today admitted that unregulated growth of tourism has a negative impact on ecology and favoured a policy responsive to environmental concerns, even as stakeholders in the sector took a pledge for safe and sustainable tourism. "Unorganised and uncontrolled growth of tourism has a detrimental impact on environment and ecology," Tourism Minister Kumari Selja said here while participating in the World Tourism Day celebrations.
    She said "there is a strong tie between tourism development, biodiversity conservation and poverty reduction. It has been our concerted effort to formulate sustainable tourism policy that underlines creation of environmental, socio-economic and climate responsiveness.
    " Stakeholders in tourism sector signed a Pledge on Code of Conduct for Safe and Honourable Tourism and Sustainable Tourism in the presence of Selja and Minister of State for Tourism Sultan Ahmed. Focusing on a healthy growth of tourism, she said, "A healthy tourism industry depends on a healthy resource base.
    Sustainable growth in tourism means increased focus for conservation." She said by signing a Pledge on Code of Conduct for Safe and Honourable Tourism and Sustainable Tourism, "we are conveying a strong message to the world that neither we nor our organisations will be party to activities that exploit women and children.
    " Expressing her concern over the increasing crimes which has posed a challenge to tourism growth, she said, "with more people travelling than ever before, recent years have witnessed emerging concerns of crime and human rights violations like never before. Such instances have been amply highlighted by the media frequently.
    "However, the definite lack of documentation of such trends, especially in India, poses an enormous challenge to the sustainability and growth of tourism." A draft of sustainable tourism criteria is being finalised by the Tourism Ministry.
    "Once adopted, it would help in formulating policies that encourage sustainable tourism," Selja said. About other eco-freindly steps being undertaken, she said, "We have also amended the guidelines for granting approval for hotels to incorporate criteria with ''green'' and ecofriendly practices which have been made mandatory for all categories of hotels in the country.
    " World Tourism Day, held every year on September 27, seeks to foster awareness among the international community of the importance of tourism. The event, while seeking to address global challenges faced by Tourism, intends to stress its impact on our sociocultural, political and economic life.
    Selja said, "The theme ''Tourism and Biodiversity'' for World Tourism Day 2010 is not only apt, but particularly significant. Concerned over the continued loss of biological diversity, the United Nations Assembly has declared 2010 the International Year of Biodiversity.
    " On Commonwealth Games, she said, "In a week''s time, we are hosting the Commonwealth Games. Our awareness, self-discipline, vigil and maintenance of quality of service with a smile, will go a long way in keeping our tourism industry free from any undesirable and unlawful acts.
    "I am sure the Pledge on Sustainable Tourism would be our guiding light in our drive for compliance with the best global standards in environment and heritage maintenance." PTI ARUPledge to make India a safe tourist destination New Delhi, Sep 27 (PTI) Government today admitted that unregulated growth of tourism has a negative impact on ecology and favoured a policy responsive to environmental concerns, even as stakeholders in the sector took a pledge for safe and sustainable tourism.
    "Unorganised and uncontrolled growth of tourism has a detrimental impact on environment and ecology," Tourism Minister Kumari Selja said here while participating in the World Tourism Day celebrations. She said "there is a strong tie between tourism development, biodiversity conservation and poverty reduction.
    It has been our concerted effort to formulate sustainable tourism policy that underlines creation of environmental, socio-economic and climate responsiveness." Stakeholders in tourism sector signed a Pledge on Code of Conduct for Safe and Honorable Tourism and Sustainable Tourism in the presence of Selja and Minister of State for Tourism Sultan Ahmed.
    Focusing on a healthy growth of tourism, she said, "A healthy tourism industry depends on a healthy resource base. Sustainable growth in tourism means increased focus for conservation.
    " She said by signing a Pledge on Code of Conduct for Safe and Honorable Tourism and Sustainable Tourism, "we are conveying a strong message to the world that neither we nor our organisations will be party to activities that exploit women and children." Expressing her concern over the increasing crimes which has posed a challenge to tourism growth, she said, "with more people travelling than ever before, recent years have witnessed emerging concerns of crime and human rights violations like never before.
    Such instances have been amply highlighted by the media frequently. "However, the definite lack of documentation of such trends, especially in India, poses an enormous challenge to the sustainability and growth of tourism.
    " A draft of sustainable tourism criteria is being finalised by the Tourism Ministry. "Once adopted, it would help in formulating policies that encourage sustainable tourism," Selja said.
    About other eco-friendly steps being undertaken, she said, "We have also amended the guidelines for granting approval for hotels to incorporate criteria with ''green'' and ecofriendly practices which have been made mandatory for all categories of hotels in the country." World Tourism Day, held every year on September 27, seeks to foster awareness among the international community of the importance of tourism.
    The event, while seeking to address global challenges faced by Tourism, intends to stress its impact on our sociocultural, political and economic life. Selja said, "The theme ''Tourism and Biodiversity'' for World Tourism Day 2010 is not only apt, but particularly significant.
    Concerned over the continued loss of biological diversity, the United Nations Assembly has declared 2010 the International Year of Biodiversity." On Commonwealth Games, she said, "In a week''s time, we are hosting the Commonwealth Games.
    Our awareness, self-discipline, vigil and maintenance of quality of service with a smile, will go a long way in keeping our tourism industry free from any undesirable and unlawful acts. "I am sure the Pledge on Sustainable Tourism would be our guiding light in our drive for compliance with the best global standards in environment and heritage maintenance.

    EGoM to decide on extending duty-free rice import tomorrow

    An empowered group of ministers (EGOM) on food will meet tomorrow to take a decision on a proposal for extending the period of duty-free import of rice for an year, till September next. The deadline to avail the customs duty exemption on rice imports is slated to expire on September 30, 2010.
    "EGoM is scheduled for tomorrow. The ministers will take stock of foodgrain situation in the country besides taking a decision on some of the important issues such as extension of the period of duty-free import of rice," sources said.
    The Food Ministry is contemplating on extending the period of duty-free import of rice for one more year as part of measures to control food inflation, which is hovering at over 15 per cent, they said. The government had scrapped import duty on rice from 70 per cent in October 2009 to augment domestic supply, as the twin-impact of drought and floods had hit output by as much as 10.05 million tonnes.
    Apart from rice the EGoM, headed by Finance Minister Pranab Mukherjee, would consider a proposal to increase the price of sugar sold through ration shops from the existing Rs 13.06 a kg to Rs 17.06 a kg to bring down the subsidy burden. Recently, the government increased the price of sugar that it buys from mills for distribution to ration shops by Rs 4 a kg to around Rs 17-18 a kg.
    This apart, the EGoM would decide on a proposal to extend the deadline of a scheme, under which the government reimburses losses by up to 15 per cent for the pulses imported by the public sector agencies -- MMTC, STC, PEC and cooperative firm Nafed. The PSUs have contracted 4.13 lakh tonnes of pulses during the current financial year so far, as per official data.

    RCom to seek shareholders' nod for raising funds

    Reliance Communications (RCom) will ask its shareholders for approval for raising funds through issue equity at its annual general meeting (AGM) Tuesday, the company's annual report stated Monday.
    The issue of the Qualified Institutional Placement (QIP) securities will not result in increase of the earlier equity share capital of the company by more than 15 percent, the report stated.
    Earlier, the company had approved induction of private equity investors for an upto 26 percent stake at an appropriate premium to the prevailing market price.
    The company also paid Rs.8,585.04 crore for securing 3G spectrum in 13 circles, including the national capital and Mumbai.
    The company's scrip closed at Rs.169.60 on the Bombay Stock Exchange, with no change from the previous day's close.
    If the fund raising plans are approved, then the RCom will become the second Anil Dhrubhai Ambani Group after Reliance Broadcast Network Limited (RBNL), whose shareholders had agreed to the proposal of raising over Rs.400 crore by allotting five crore shares to promoters and other entities.

    NSE starts mobile trading; Geojit BNP first to offer services

    The National Stock Exchange today launched trading through mobile phones and the Kerala-based brokerage house Geojit BNP Paribas Financial Services was the first member of the exchange which availed this facility. "Among the members who have obtained the permission from the exchange to provide the facility of securities trading through wireless technology, the first trade on the exchange was by Geojit BNP Paribas," the NSE said in a statement.
    On the first day of operation, the brokerage firm saw the total value of trads worth Rs 33.81 lakh in capital market segment contributed by 74 clients, Rs 1.30 crore in the F&O segment contributed by six clients and Rs 18.83 lakh in the currency derivatives segment contributed by two clients. Geojit BNP Paribas has membership in, and is listed on, the National Stock Exchange and the Bombay Stock Exchange.
    Last week, the Bombay Stock Exchange launched mobile- based trading through its 33 leading brokers. Leading BSE stock brokers, namely, Angel Broking, Motilal Oswal Securities, Marwadi Shares & Finance, BCB Brokerage, Asika Stock Broking, Geojit BNP Paribas Financial Services, SMC Global Securities, ICICI Securities, India Infoline, Kotak Securities, Standard Chartered STCI Capital Markets were among those who started providing the mobile-based trading facility to their clients.
