শাসক এবং বিরোধীপক্ষের মধ্যে যুদ্ধং দেহি টানাপোড়েনের মধ্যেই রাজ্যে সাধারণ ধর্মঘট শুরু হয়েছে। তবে বাস এবং ট্যাক্সি মালিকদের সঙ্গে পরিবহণমন্ত্রীর দফায় দফায় বৈঠকই সার হল। ট্রেড ইউনিয়নের সাধারণ ধর্মঘটে কলকাতার রাজপথ সকাল থেকেই ফাঁকা।
সারা রাজ্যে ৩৭ হাজার বাসের মধ্যে মাত্র দেড় হাজার বাস চলছে। কলকাতায় অন্যান্য দিন প্রায় ৮ হাজার বাস চলে। আজ চলছে মাত্র একশোটি বাস। সাড়ে ৫ হাজার মিনি বাসের মধ্যে চলছে ১৫০টি মিনিবাস। তেত্রিশ হাজার ট্যাক্সির মধ্যে মাত্র তিনশোটি ট্যাক্সি চলছে।
সরকারি বাস চললেও খুব কম সংখ্যক মানুষকেই পথে নামতে দেখা গেছে। আর পাঁচটা দিনের ব্যস্ত ছবি ধরা পড়েনি ধর্মতলায়। বড়বাজার, পোস্তা থেকে শুরু করে গড়িয়াহাট মার্কেট, সব জায়গাতেই বেশিরভাগ দোকানই সকাল থেকে বন্ধ রয়েছে। শ্যামবাজার, পার্ক সার্কাসের মতো শহরের গুরুত্বপূর্ণ মোড়গুলিতে কড়া পুলিসি নিরাপত্তার ব্যবস্থা রাখা হয়েছে।
ট্রেড ইউনিয়নগুলির ডাকা দুদিনের সাধারণ ধর্মঘটের প্রথম দিন সকালবেলায় খুন হলেন শ্রমিক নেতা। আজ আম্বালা বাস স্ট্যান্ডে বনধের সমর্থনে জমায়েত হয় স্থানীয় এআইটিইউসির সমর্থকরা। অভিযোগ, মালিকপক্ষ জোর করে বাস বের করার চেষ্টা করে। এর মধ্যেই এআইটিইউসির ট্রেজারার নরেন্দ্র সিং-এর উপর দিয়ে বাস চালিয়ে দেওয়া হয়। ঘটনাস্থলেই তাঁর মৃত্যু হয় বলে খবর।
সংগঠনের সর্বভারতীয় সাধারণ সম্পাদক গুরুদাস দাশগুপ্ত এই ঘটনার নিন্দা করে জানান, ঘৃণ্য এই ঘটনা সত্ত্বেও শ্রমিকরা ধর্মঘট চালিয়ে যাবেন। তিনি আরও বলেন, "আমাদের ধর্মঘট ভাঙার জন্য সরকার পক্ষ এবং মালিক পক্ষ এক জোট হয়ে ধর্মঘট বানচালের চেষ্টা চালাচ্ছে। সারা দেশের শ্রমিকরা ধর্মঘটকে সফল করে শহীদ নরেন্দ্র সিং-এর স্মৃতির প্রতি শ্রদ্ধা জানাবেন।"
মূল্যবৃদ্ধি, খুচরো ব্যবসায় বিদেশি বিনিয়োগ সহ কেন্দ্রের বিভিন্ন আর্থিক এবং শ্রমনীতির প্রতিবাদে আজ ট্রেড ইউনিয়নগুলির ডাকে দুদিনের সাধারণ ধর্মঘট শুরু হয়েছে। দেশজুড়ে মোট ১১টি কেন্দ্রীয় ট্রেড ইউনিয়ন এই ধর্মঘটে অংশ নিচ্ছে। এদের মধ্যে সিটু, এআইটিইউসি, ভারতীয় জনমজদুর সংঘ, হিন্দ মজদুর সভা, অল ইন্ডিয়া ইউনাইটেড ট্রেড ইউনিয়ন সেন্টার যেমন রয়েছে, তেমনই রয়েছে কংগ্রেসের শ্রমিক সংগঠন আইএনটিইউসি।
ব্যাঙ্ক, পরিবহণ, বিদ্যুত্, বন্দর এবং টেলিকমের মতো বিভিন্ন সেক্টরের কর্মীরা এই ধর্মঘটকে সমর্থন করছেন। ধর্মঘটে সমর্থন জানিয়েছে ওড়িশা, বিহার এবং কর্নাটকের সরকার। তবে আলাদা ছবি পশ্চিমবঙ্গ এবং কেরলে। ধর্মঘট রুখতে কড়া ব্যবস্থার কথা ঘোষণা করেছে এই দুই রাজ্যের সরকার। সরকারি কর্মীদের বেতন কাটা ও কর্মজীবনে ছেদের হুঁশিয়ারি দিয়েছেন মমতা বন্দ্যোপাধ্যায়।
অন্যদিকে, কেরলে কংগ্রেস নেতৃত্বাধীন ইউডিএফ সরকার ধর্মঘটের দিন কাজে যোগ না দিলে, সরকারি কর্মীদের বেতন কাটার নির্দেশ দিয়েছে। যদিও কেন্দ্রীয় ট্রেড ইউইনিয়নগুলি নিজেদের অবস্থানে অনড়। মূল্যবৃদ্ধিতে লাগাম, সব ধরনের কাজের জায়গায় শ্রমনীতি লাগু, অসংগঠিত ক্ষেত্রের শ্রমিকদের নিরাপত্তা সুনিশ্চিত করা, এমনই দশ দফা দাবিকে সামনে রেখে ধর্মঘটে সামিল হয়েছে তারা।

New Delhi: The two-day nationwide trade union strike began on a tragic note after a trade union leader was killed in Ambala in the wee hours on Wednesday.
"Narender Singh, the treasurer of a AITUC union was stabbed to death near the Ambala bus stand by some miscreants who wanted to take out buses from the depot despite the strike," AITUC General Secretary Gurudas Dasgupta said.
Condemning the murder, Dasgupta said the strike would continue despite such a heinous attack.
Pensions for everyone along with removal of ceiling on bonus and provident fund are among the demands raised by the unions. Apart from all the 11 trade unions, over 2000 independent unions have also joined the protest.
Apart from unions owing allegiance to the Left, the pro-Congress INTUC and pro-BJP BMS are also participating in the strike.
The strike has been called jointly by the Bhartiya Majdoor Sangh (BMS), All India Trade union Congress (INTUC), All India Trade Union Congress (AITUC), Hind Mazdoor Sabha (HMS), Centre of Indian Trade Unions (CITU), All India United Trade Union Centre (AIUTUC) and other such organisations.
Major sectors like banking, transport, ports, power and telecom are part of the protest call.
With some state governments like in Odisha, Bihar, Karnataka among others deciding to support the strike, the two-day strike is expected to hit common people severely.
The railways and air services are expected to function normally as they are not part of the strike.
In Kerala, the Congress-led UDF government declared 'dies non' (no work, no pay) as pro-Left service and teachers unions are also striking work.
The Trinammool Congress government in West Bengal issued a circular to all its employees asking them to be present in offices failing which they would be served showcause notices.
Terming Chief Minister Mamata Banerjee's threats to foil the two-day strike call as "illegal", the labour arm of CPI(M)- CITU threatened to file a case against state chief secretary Sanjoy Mitra if the state government forcefully tries to stop government workers from participating in the strike.

The unions have put forward a charter of 10 demands such as urgent steps to control price rise, strict enforcement of labour laws in all places of work, social security net for workers in the unorganised sector, end to disinvestment in PSUs and raising minimum wage to Rs 10,000 a month.

11:25 am: CPI leader Gurudas Dasgupta called the trade unions' strike unprecedented and said the government had not tried to reach out to unions. "The strike across the country is unprecedented. Autos and taxis are off the roads. Bank, insurance, telecom is closed. All oil supply is being stopped in Delhi. Unfortunately, violence is being used. The treasurer of union of Haryana Roadways has been brutally murdered in Ambala," Dasgupta said.
"It is utter falsehood to say that government is trying to reach out to us. We had given the notice on September 4, 2012. The matter was raised in Parliament. In the Indian Labour Conference, the government did not speak to us. At the last moment, they wanted to start a discussion, but had not thing to offer," he added.

11:00 am: The Kerala government announced 'no work no pay' for all government employees supporting the trade unions' strike. In Chandigarh, local buses remained off roads.
10:24 am: Protestors in Odisha stopped trains during demonstrations over the trade unions' strike across India. Protestors also stopped trains in parts of Bihar.
10:14 am: Transport was hit in Kolkata by the trade unions' strike. The West Bengal government had urged people to continue with their daily lives. As a result many people were on the streets, but not enough cabs and other modes of transport.
Life wasn't hit as much in Assam as public transport was plying.
9:33 am: Left parties stage protests at Patna railway station. In Kolkata, there were helpline numbers for those facing inconvenience: 033-221440, 22145700.
In Lucknow, officials of the power sector also supported the strike.
9:00 am: Commuters have been hit in many parts of the country due to the trade unions' strike. Public transport services are off the roads in many states. The maximum impact is in Kerala where banks and shops are shut and taxis, autos, private and public buses are not running.
In West Bengal, commuters are facing problems at Sealdah and Howrah stations and at the airport. Private educational institutions are mostly closed, but shops and establishments are partially open. The bandh has impacted life in Bangalore, Punjab and Haryana as well. There's little impact in Mumbai.
It was a tragic start to the nationwide bandh in Haryana where a Haryana Roadways employee was killed in Ambala at the roadways depot when he was crushed by a bus following a confusion called over the trade union strike. Chaos broke out after the Haryana Roadways staff tried to stop officials from allowing the buses to move from the depot.
In the ensuing confusion, the cashier of the roadways came under a bus which led to his death.

ধর্মঘটের ভাল সাড়া মিলেছে বর্ধমানে। সরকারি বাস চলছে না। হাতে গোনা কিছু বেসরকারি বাস পথে নেমেছে। ট্রেন চলাচল স্বাভাবিক থাকলেও অন্যদিনের চেয়ে যাত্রী কম। বন্ধ রয়েছে এটিএম পরিষেবা।
প্রায় একই ছবি আসানসোল শহরেও। হুগলি শিল্পাঞ্চলেও বনধের ভাল সাড়া মিলেছে। হাওড়াতে সরকারি বাস চললের পথ ঘাট অন্যদিনের থেকে শুনশান।বসিরহাটের ভ্যাবলা স্টেশনে রেল অবরোধ করেন ধর্মঘট সমর্থকরা।
মুর্শিদাবাদেও বন্ধ রয়েছে দোকান-বাজার। সরকারি বেসরকারি কোনও বাসই চলছে না।
শিলিগুড়িতে সরকারি বাস পথে নামলেও বেসরকারি বাস চলছে না। পাহাড়ে ধর্মঘটের প্রভাব না পড়লেও বন্ধ রয়েছে শিলিগুড়ি-সিকিম ৩১ এইচ জাতীয় সড়ক।
অন্যদিকে রায়গঞ্জের কাছে উত্তেজনা ছড়ায়। একটি বাসে ভাঙচুর চালায় অভিযোগকারীরা। ইসলামপুরে ১৪ জন ধর্মঘট সমর্থককে গ্রেফতার করেছে পুলিস। দক্ষিণ দিনাজপুরেও ধর্মঘটের প্রভাবে সকাল থেকে পথ ঘাট শুনসান। বাস চলছে না।
এগারোটি ট্রেড ইউনিয়নের ডাকা সাধারণ ধর্মঘটে রাজ্যের শিল্পাঞ্চলে ভাল প্রভাব পড়েছে। তারাতলা শিল্পাঞ্চলে বেশিরভাগ মানুষই কাজে যোগ দেননি। অধিকাংশ কলকারখানাই বন্ধ রয়েছে।
ব্রিটানিয়ার কারখানার সামনে সকাল থেকেই হাজির রয়েছেন সিটু এবং আইএনটিটিইউসির কর্মীরা। সিটুর দাবি, তারাতলা শিল্পাঞ্চলে ধর্মঘটে দারুণ সাড়া মিলেছে। অন্যদিকে, তারাতলা শিল্পাঞ্চল স্বাভাবিক রয়েছে বলে দাবি করেছে আইএনটিটিইউসি।
ধর্মঘটে সবচেয়ে ভাল সাড়া পড়েছে বারাকপুর শিল্পাঞ্চলে। সকাল থেকে খুব কম সংখ্যক শ্রমিক কাজে যোগ দিয়েছেন। একই ছবি হাওড়াতেও। এখনও পর্যন্ত সেখানে কাজে যোগ দেওয়া শ্রমিকের সংখ্যা খুবই কম। আসানসোল শিল্পাঞ্চলে দূরপাল্লার বাস ছাড়েনি। কিছু মিনিবাস চলছে।
কলিয়ারি এবং কারখানায় সকাল পর্যন্ত খুব বেশি মানুষ কাজে যাননি। কল্যাণী শিল্পাঞ্চলে ধর্মঘটের প্রভাব পড়েছে আংশিক। সেখানে শ্রমিকদের গতকাল রাত থাকতেই কারখানায় ঢুকিয়ে দেওয়া হয় বলে জানিয়েছেন কর্মীদের একাংশ।
হলদিয়া এবং হুগলি শিল্পাঞ্চলেও উপস্থিতির হার খুব কম। মোর্চা ধর্মঘটের বিরোধিতা করায় পাহাড় স্বাভাবিক রয়েছে। কিন্তু চাবাগানগুলিতে ধর্মঘটের ভাল প্রভাব পড়েছে।
